As of July 17, 2025 this project is awarded to CC Steel, LLC as the general contractor with an awarded amount of $12,810,000, Metal, Inc for Mechanical Construction with an awarded amount of 1,089,500, and Sun Electric, Inc for Electrical Construction with an awarded amount of 3,355,000. The Work is comprised of four (4) Contracts: Contract No. 1 - Base Bid - General Construction, Contract No. 2 - Mechanical Construction, Contract No. 3 - Electrical Construction, Contract No. 4 - Combined General, Mechanical, and Electrical Construction, one (1) Alternate to Contract No.1: Contract No. 1 - Alternate No. 1 - Existing Water Treatment Plant Demolition - Adder, and one (1) Alternate to Contract No. 4: Contract No. 4 - Alternate No. 1 - Existing Water Treatment Plant Demolition - Adder: Individual Bids will be received for each Contract as well as Contract No. 4 - Combined General, Mechanical, and Electrical Construction. The Owner will not accept a combined Bid unless that Bid is lower than the combined total of the lowest and best Bids for the Separate Contracts. Contractor's bidding Contract No.1 and/or Contract No. 4 must bid Base Bid and all associated Alternates to be considered for contract award. Contract No. 1 or Contract No.4, if awarded, will award the Base Bid with or without any combination of the Alternates. The Work for each Contract and Alternate is generally described as follows: Contract No. 1 - Base Bid - General Construction: Base Bid generally consists of the work required to furnish and install a new 2,000 gallon per minute (gpm) groundwater treatment plant (WTP) utilizing aeration, plate settlers, and horizontal pressure filters for iron and manganese removal. The Base Bid also includes modifications to the existing West Pump Station (WPS). Work for the new WTP generally includes the following: furnishing and installation of precast concrete water treatment plant building and below grade cast in place concrete basins; furnishing and installation of equipment including: one (1) aerator, two (2) inclined plate setters, two (2) horizontal pressure filters, six (6) vertical turbine pumps, one (1) split coupled end suction pump, all associated piping, valves, appurtenances, and chemical feed and storage equipment; furnishing and installation of six (6) submersible well pumps, 6-inch and 12-inch raw water pipelines, and 8-inch and 12-inch finished water transmission and all associated valves, pigging stations, and appurtenances; pipeline cleaning of existing 12-inch raw water for future potable water use; excavation and construction of one (1) backwash waste pond; furnishing and installation of all exterior civil improvements including concrete, site grading, septic holding tank, site restoration, and all associated work and materials as indicated in the Drawings and Specifications. Work for the existing WPS generally includes demolition of existing piping, treatment equipment, and associated appurtenances as indicated in project plans; installation of (1) magnetic flow meter, furnishing and installation of one (1) jockey pump, process piping, and all associated appurtenances required to modify existing piping; furnishing and installation of door improvements; and all other associated work and materials as indicated in the Drawings and Specifications. Contract No. 1 - Alternate No. 1 - Existing Water Treatment Plant Demolition - Adder: Work generally consists of the following: Within the WPS: the demolition of remaining process piping, treatment equipment, and appurtenances; preparation and coating of all walls and floor; and all other Work as indicated within the Drawings and Specifications. Contract No. 2 - Mechanical Construction: Work generally consists of the following: In the new WTP work generally includes: furnishing and installation of air conditioning units, underfloor plumbing, process/domestic water plumbing, air conditioning equipment, fans, louvers, dampers, dehumidifiers, electric water heater, fire suppression system, duct work, piping, all other associated piping, insulation, grilles, and all other associated work and materials as indicated in the Drawings and Specifications.. In the WPS work generally includes: demolition of equipment required for the HVAC, dehumidification, and plumbing; furnishing and installation of new split air conditioning unit; and all other associated work and materials as indicated in the Drawings and Specifications. Contract No. 3 - Electrical Construction: Work generally consists of the following: In the new WTP work generally includes: furnishing and installation of transformer, service entrance automatic transfer switch, diesel driven generator, switchboard, motor control centers, panelboards, LV transformers, control panels and instrumentation, network panel, VFDs, interior and exterior lighting, electric unit heaters, and all other electrical equipment; furnishing and installation of conduit, wire, cable trays, incidentals, appurtenances and all other associated work and materials as indicated in the Drawings and Specifications. In the WPS work generally includes: demolition of indicated existing electrical equipment, conduits, and lighting; furnishing one (1) flow meter and one (1) flow transmitter; furnishing and installation of: new electrical conduit, new lighting, new receptacles, new electric unit heaters, and four (4) new (VFDs); incidentals, appurtenances, and all other associated work and materials as indicated in the Drawings and Specifications. Contract No. 4 - Combined General, Mechanical, and Electrical Construction: Work consists of the Work described under Contract No. 1 - Base Bid - General Construction, Contract No. 2 - Mechanical Construction, and Contract No. 3 - Electrical Construction. Contract No. 4 - Alternate No. 1 - Existing Water Treatment Plant Demolition - Adder: Work consists of the Work described under Contract No. 1 - Alternate No. 1 - Existing Water Treatment Plant Demolition - Adder. All bids shall be contained in a sealed envelope plainly marked showing that such envelope contains a Bid for the Project. Also refer to Section 00 21 13 for preparation of bid information. All Bids shall be prepared according to the Instructions to Bidders contained within the Project Manual. Each Bid shall be accompanied by a separate envelope containing a Bid Security in the form of a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, payable to Southeast Water Users District, in a sum equal to five percent (5%) of the full amount of the Bid. The surety must be listed as a certified surety in the U.S. Department of the Treasury's Circular 570A. A certified check in lieu of a surety company in the amount of 5% of the total project cost will not be accepted. This is to serve as a guarantee that the successful Bidder will enter into a Contract within ten (10) days of Notice of Award, in accordance with the terms of the principal's Bid and Contractor's Bond as required by law and regulations and determinations of Southeast Water Users District for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. All Work shall be performed in accordance with the Bidding Documents on file in the Office of Southeast Water Users District, Mantador, ND where they may be seen and examined. Bidders must be licensed for the full amount of the Bid as required by North Dakota Century Code 43-07-05. Each Bid shall contain a copy of the Contractor's license or certificate of renewal thereof issued by the Secretary of State. All Bids must be submitted on the Bid Form furnished by the Engineer. No Bid will be read or considered that does not fully comply with the above provisions and other provisions contained within the Bidding Documents, and any deficient Bid submitted will be returned to the Bidder unopened. Each Bidder must possess a valid North Dakota contractor's license for the full amount of their bid, as required by N.D.C.C. 43-07-07. Each bid must be accompanied by a copy of the Bidder's Contractor's License or Certificate of Renewal, issued by the North Dakota Secretary of State, and each license must be valid and dated at least 10 days prior to the date set for bid opening, as required under N.D.C.C. 43-07-12. The District will not read or consider any bid that does not include a proper Bidder's bond, as described above, and does not otherwise fully comply with the requirements of N.D.C.C. 48-01.2-05. Bidders on this work will be required to comply with American Iron and Steel requirements of the Consolidated Appropriations Act, 2014. The requirements for bidders and contractors under this regulation are explained in the specifications. Bidders are required to comply with Davis-Bacon prevailing wage requirements. Contracts shall be awarded on the basis of the low Bid submitted by a responsible and responsive Bidder deemed most favorable to the Owner's interest. All Bids shall be contained in a sealed envelope plainly marked showing that such envelope contains a Bid for the Project. In addition, the Bidder shall place upon the exterior of such envelope the following information: 1. Project Name and Work covered by the Bidder (General). 2. The name of the Bidder. 3. Separate envelope containing Bid Bond, the Non-Collusion Affidavit, and a copy of Contractor's License or Certificate of Renewal. 4. Acknowledgement of all Addenda. Bids shall be mailed to Southeast Water Users District, PO Box 10, Mantador, ND 58058. The work for each all contracts and each alternate, if selected, must be completed no later than the following: 1. Interim Substantial Completion Dates - As indicated in project specifications 2. Substantial Completion - September 30, 2027 3. Final Completion - November 1, 2027 All Bids will be made on the basis of cash payment for such work. After Bid opening, the Owner will return Bid security of all except the three lowest responsible Bidders for each Contract. When the Contract is awarded, the remaining unsuccessful Bidder's Bonds will be returned. The Owner reserves the right to reject any or all Bids, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for each Contract for a period of ninety (90) days after the date of the Bid opening to complete financial arrangements.
