Site work, paving and outdoor lighting for a mixed-use development in Lincoln, Nebraska. Completed plans call for site work for a transportation facility; for outdoor lighting for a transportation facility; for paving for a transportation facility; and water / sewer project.
**As of August 4th, 2025, the project was awarded to Constructors Inc, with an awarded amount of $85,022,980.15.** Reconstruct Runway 18/36 (12,901 Feet x 150 Feet)", Grant No.: 3-31-0050-067/068/069/070/071/0XX In general, the improvements on which bids are requested will require the following major construction items: - Site preparation/mobilization and temporary airport safety measures - Pavement Milling/Removal - Remove Electrical Equipment - Earthwork Excavation/Preparation Subdrain Installations - Storm Sewer Improvements - Construct Cement Stabilized Subgrade - Construct New Crushed Concrete Base Course/Aggregate Base Course - Construct New Stabilized Base Course - Construct New Concrete Pavement - Construct New Asphalt Shoulder & Blast Pad Pavement - Construct New Asphalt Base & Surface Course Pavement - Airfield Electrical Installations, Including Lighting, Signage, Cable, and Conduit - Temporary Relocated Threshold Installation - Installation of Runway Weather Information System (RWIS), Including Pavement Sensors - FAA NAVAID Upgrades/Relocations/Adjustments - Airfield Pavement Marking - Erosion Control Measures - Topsoil, Seeding, and Mulching Work may not begin prior to November 1, 2025 and all work must be completed by November 1, 2027, subject to General Provisions Section 80-07 "Determination and Extension of Contract Time". The start date shall be coordinated with the Owner. The Owner reserves the right, at the time of the site visit, to reject requests to inspect specific areas of the airfield, if it is not conducive to airport operations at the time. Prequalification: Contractor's bidding need not be pre-qualified but shall be qualified to do the work. Bidders must be licensed to perform work within the State of Nebraska. Each proposal must be accompanied by a bid guaranty (per 49 CFR Part 18.36(h)(1)) in the amount of not less than five (5) percent of the total amount of the bid. The bid guaranty may be by certified check on a solvent bank, cashier's check or bid bond made payable to the Airport Authority of The City of Lincoln, Nebraska. All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the Airport Authority of The City of Lincoln, Nebraska for a period not to exceed ninety (90) calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. Award of contract will be based on the lowest aggregate sum proposal (for the award option that is in the Owner's best interest based on available Federal Funding) submitted from those bidders that are confirmed as being responsive and responsible. Contractors bidding shall bid all items. The right is reserved, by the Owner, to reject any and all bids and to waive any or all irregularities, technicalities, informality or any information in the bids received. The successful bidder will be required to furnish separate performance and payment bonds, each in an amount equal to 100% of the contract. Prospective Bidders are hereby advised that award of contract and the issuance of Notice-To-Proceed for Phase 1 and Notice-To-Proceed for Phases 2/3/4 (and remaining project work) are contingent upon the Owner receiving Federal funding assistance under each of the following: a) The Airport Improvement Program (AIP), b) Bipartisan Infrastructure Law (BIL), c) And from the National Guard Bureau (NGB). The award of contract is contingent upon receiving Federal Fiscal Year 2024/2025 funds from each of these sources. The scope of the respective Notice-To-Proceed shall be limited to that Phase or portion of project work which can be covered by the available Federal funds. Presently, the Owner expects that sufficient Federal funds for Federal Fiscal Year 2024/2025 will be available for Phase 1 within the bid hold period. It is also presently expected that all remaining Federal funds for Federal Fiscal Year 2025/2026 will be available by July 1, 2026. During the project, the Owner will maintain frequent communication with the FAA, NGB, and the Contractor regarding the availability and timing of Federal Fiscal Year 2025/2026 funding. DBE Requirement: This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract participation goal of 4.80 percent for small business concerns owned and controlled by certified socially and economically disadvantaged business enterprise (DBE). The Owner's award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR 26.53.
