Site work for a water / sewer project in Pilot Point, Texas. Completed plans call for site work for a water / sewer project.

The Project includes the following Work: oHeadworks facility with screening, grit removal and influent lift station o1.5 MGD Aeromod WWTP o2 cell - Aerobic Sludge Digesters w/ digested sludge pump station oUltraviolet Disinfection System oCascade aerator oEffluent Filters oHigh Efficiency Blowers in building oDual Rotary Press in building w/ sludge loading conveyors oOperations / Control / Laboratory Facility oConcrete lined Flow Equalization Basin oAssociated piping, flow measurement and misc equipment with appurtenances oAssociated SCADA & Electrical system with appurtenances All work shall be complete and operational, including all testing, training, warranty and start-up services and all other work necessary to complete the Work in accordance with the Contract Documents. Each bidder shall accompany his original bid, filed with the City of Pilot Point, with a certified or Cashier's Check on a solvent bank located in Texas, or a Bidder's Bond, in the amount of five (5) percent of the amount bid, as a guarantee of his ability to perform the contract bid upon, and that he will enter into a written contract with the Owner to perform said work and/or furnish said materials in accordance with said Plans and Specifications, and furnish the required bonds according to the Texas laws governing competitive bidding. Construction, Maintenance and Statutory Payment Bonds in the amount of 100% of the contract price are required for this project. These bonds must be obtained from a Corporate Surety licensed in Texas. The bidder shall state in the proposal the name and address of the Surety or Sureties who will sign this bond in case the contract is awarded. The Maintenance Bond required will guarantee the repair of all damage due to improper materials or workmanship for a period of one (1) year after the acceptance of the work by the Owner. Bids received more than ninety-six (96) hours prior to the Bid Opening will be returned. All bids received at said time will be opened and evaluated for completeness and correctness. The contract is to be awarded to the lowest, responsive, responsible, bidder. The Owner will retain the deposit for liquidated damages in case the successful bidder fails to enter in said contract and furnish the required bonds provided for in the specifications within the time required. Deposit of the unsuccessful bidders will be returned upon the execution of the Contract and required bonds. This project is to be funded through a loan obtained from the Texas Water Development Board as part of the Clean Water State Revolving Fund. There are a number of special provisions for this funding that bidders, by submitting a bid, acknowledge understanding, including the following: A contract is contingent upon release of funds from the TWDB. Any contract(s) awarded under this Invitation for Bid (IFB), Request for Proposals (RFP), or Request for Qualifications (RFQ) is/are expected to be funded in part by financial assistance from the TWDB. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this IFB, RFP, RFQ, or any resulting contract. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. If the total project cost exceeds $2,000 (Two thousand dollars) Davis Bacon Act wage rules shall apply. Bids must remain in effect for 90 days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project. The Owner reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the Owner, and to reject nonconforming, nonresponsive, or conditional bids. In case of ambiguity or lack of clearness in stating the price in the bids, the Owner reserves the right to consider the most advantageous construction thereof, or to reject the bid. Unreasonable or unbalanced unit prices will be considered sufficient cause of rejection of any bid or bids.
