Site work and paving for a mixed-use development in Villa Park, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The base bid for this project consists of all work associated with the stormwater and drainage improvements at Ridge Road between Westmore Avenue and Roy Drive. Project improvements include the installation of approximately 900 linear feet of storm sewer varying in size from 6" to 15", the installation of manholes, inlets and catch basins, pavement and driveway removal and replacement, earth excavation, combination concrete curb and gutter removal and installation, parkway restoration, sidewalk removal and replacement, and other related and incidental work. A minimum of 28% of contract dollars shall be paid to BEP businesses with current and valid certification through the Illinois Commission on Equity and Inclusion's Business Enterprise Program (BEP). Failure to meet this requirement will be considered a breach of contract. The Contractor must comply with all requirements set forth in the Illinois Department of Commerce & Economic Opportunity Grant Agreement for this project. Failure to comply with any of these requirements will be considered a breach of contract. The 28% BEP breakdown goals BIDDER QUALIFI CA TIONS: Bidders, in submittinga Bid, shall comply with all applic a ble federal, state,and local laws and requirements; shall provide documen ta tion of that compli ance in accor dance with therequire ments of the Bidding Docu ments and asrequested by the Village; and, in submitting a Bid,Bidders affirm that they are qualified under all applica ble laws and require ments to do so, and agree to be bound by the deter mi na tion of the Village as to Bidder's compli ance and qualifications. All requests for information or clarification shall be submit ted to the Village of Villa Park byemail to engineering@invillapark.com. The Village will accept requests for information orclar i fi ca tion submit ted inaccordance with the aboverequire ments until WEDNES DAY, MAY 14, 2025,04:00 PM LOCAL TIME. Requests for information or clarification received after such time will not beaccepted and will receive no response. ADDENDA: The Village reserves the right to issueAddenda modi fy ing the Bidding Docu ments at anytime prior to the Bid Dead line. The fore going not withstanding, the Village will make a reason able effort toissue no addenda after Friday, May 16, 2025, 04:00PM LOCAL TIME. BID SECURITY: Bid Security in the amount of notless than ten percent (10%) of the Bid shall accompany each Bid in accordance with the Bidding Documents. RIGHTS RESERVED: The Village will select the lowest, most responsible bidder. The Village reserves the right to reject any or all Bids, to waive any informal i ties or tech ni cal i ties in bidding, and to accept the Bid which best serves the interests of the Village. The Village shall, in its sole discretion, determine what does or does not constitute an informality or technicality, and, in submit ting a Bid, Bidder agrees to be bound by that deter mi na tion. The Village may make such investi gations as it deemsneces sary to deter mine the ability of the Bidder to perform the Work, and the Bidder shall furnish to the Village all such information and data for this purposeas the Village may request. The Village reserves theright to reject any Bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Village that such Bidder is properly qualified to carry out theoblig a tions of the Agree ment and to complete theWork contem plated therein. BIDS TO REMAIN SUBJECT TO ACCEPTANCE: Allbids shall remain subject to acceptance by the Villagefor a period of 90 calen dar days from the date of the bid opening. The Village may extend the acceptance period by up to an addi tional 90 calen dar days uponwrit ten notice to all bidders by the Village. The Villagemay, in its sole discre tion, release any bid and returnthe bid bond prior to the end of the acceptance period. CONTRACT SECURITY: The Bidder to whom aContract is awarded shall be required to furnish both a Perfor mance Bond and a Payment Bond acceptable tothe Village for one hundred percent (100%) of the Contract Price, in accordance with the requirementsof the Contract Docu ments. WAGE RATES: All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the PROJECT shall apply to the contract through out. The Contractor shall not pay less than the DuPage County Prevail ing Wage Rates (Illi nois Department ofLabor) to all labor ers, work men, and mechanics perform ing work under this contract, and shall comply with the require ments of the Prevail ing Wage Act (820ILCS 130/1-12).
