Roof Repairs in San Bernardino County Contractor agrees to provide to the California Department of Transportation (Caltrans) all labor, equipment, tools, materials, supplies, parts, travel, and incidentals necessary for roof repairs as described herein. This solicitation is authorized pursuant to Government Code Section 14838.7, which provides for the award of contracts for the acquisition of construction, including the erection, construction, alteration, repair, or improvement of any State structure, building, road, or other State improvement of any kind, that has an estimated value of greater than $5,000.00, but not more than $461,000.00, to a certified SB, including a micro business (MB), SB for the purpose of public works (SB-PW), or a disabled veteran business enterprise (DVBE). A bid over $461,000.00 will result in rejection of your bid due to non-responsiveness Questions regarding this IFPQ must be submitted in writing. Bidders are encouraged to submit their written questions by May 2, 2025. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Scope of Work 1. Contractor agrees to provide to the California Department of Transportation (Caltrans) all labor, equipment, tools, materials, supplies, parts, travel, and incidentals necessary for roof repairs as described herein. 2. The services shall be performed at Caltrans Southern Regional Lab (SRL), Barn, and IA Building located at 13970 Victoria Street, Fontana, CA 92336 in San Bernardino County. 3. Any reference to Caltrans Contract Manager shall also include his/her designee. 4. This Agreement will commence on June 15, 2025 (estimate), or upon approval by Caltrans, whichever is later, and no work shall begin before that time. This Agreement is of no effect unless approved by Caltrans. Contractor shall not receive payment for work performed prior to approval of the Agreement and before receipt of notice to proceed by Caltrans Contract Manager. This Agreement will expire on June 14, 2026 (estimate). The services shall be provided during normal business hours Monday through Friday 7:00 a.m. to 3:30 p.m., excluding State holidays. The parties may amend this Agreement as permitted by law. 5. Pre-Work Meeting Upon final approval of this Agreement, Caltrans Contract Manager will contact Contractor to arrange a pre-work conference and pre-approve the schedule for work to be completed within the duration of this Agreement. All work shall be coordinated with Caltrans Contract Manager. The pre-work conference will establish material storage, inspections, material colors, and any other issues that may be pertinent to the job. Caltrans Contract Manager will document the discussions and the schedule for work during the pre-work conference and provide copies to each participant following the meeting. 7. Description of Work Contractor shall provide all labor, equipment, tools, materials, supplies, parts, travel, and incidentals necessary to repair identified roof and skylight leaks as specified by Caltrans Contract Manager. A. Contractor shall remove 15 skylight panels, repair seals around the skylights, and reinstall the existing skylights to eliminate leaks. 1) Four (4) skylights at 22”-by-58” 2) 11 skylights at 32”-by-58”. B. The 15 skylight panels are located on 9,000 square feet of flat roof. See Attachment A, Property Map and Attachment B, Roof Photos. C. Roof repair materials shall include, but not limited to, 55 mils unreinforced PVC membrane, elastomeric joint sealant, EternaBond roof sealant or equivalent. D. Contractor shall remove the existing leaking roofing material so that no damage occurs to the supporting roof deck, joists, fascia, or any other part of the building. Damage caused by Contractor during the roof removal shall be replaced with like material of equal or better quality at no cost to Caltrans, which shall include the same section depth, lip width, and gauge thickness of the damaged material. E. Contractor shall remove existing insulation and install high ceiling batt insulation in the Barn, above SRL Building rooms 21, 23, 24, 60, 61, 64 and 71, and above IA Building room 201. Contractor shall install approximately 8,900 square-foot of insulation. Insulation shall be fiberglass batt insulation, white facing, Lamtec WMP-10 or equivalent, with a thermal resistance rating of R-30. If deviating from Lamtec WMP-10/R-30, Contractor shall submit specifications of proposed equivalent to the Caltrans Contract Manager. F. Contractor shall replace existing rotted or water-damaged sheeting or decking with terracotta roof materials, ensuring the replacement matches the same section depth, lip width, and gauge thickness of the damaged member. G. Contractor shall apply temporary protection, such as tarp or plastic covering, and anchoring such material with wood lath nails, staples and/or fastening devices to ensure the structure shall be watertight until roof repairs can be made. Plastic sheathing shall not be less than six millimeters (6 mm) thick. H. Contractor shall notify Caltrans Contract Manager when defects are detected under the leaking roofing material. I. Caltrans Contract Manager will approve replacement materials and any work that may be required to repair hidden defects below roofing layer, including but not limited to, sheathing or roof supports prior to installation of the replacement materials.
