Project Description: The Metropolitan Sewer District (MSD) seeks qualified Contractors to perform repair work, new installations, and routine and preventive maintenance of all HVAC, associated pumps, fans, air handlers, boilers, and all related components of the HVAC systems at various MSD facilities. Question Deadline 05/06/2025 at 5:00 PM ET If any person contemplating the submission of a Proposal for the work is in doubt of the true meaning of any part of the Document, a request for an interpretation shall be submitted through the MSD web-based portal for this bid no later than, Questions received after that date will not be answered. Questions will be answered only by Addenda through the web-based portal. The person making the request will be responsible for its prompt delivery. MSD reserves the right to award multiple contracts as determined by MSD to be in its best interest and best value to MSD. The Metropolitan Sewer District (MSD) seeks qualified Contractors to perform repair work, new installations, and routine and preventive maintenance of all HVAC, associated pumps, fans, air handlers, boilers, and all related components of the HVAC systems at various MSD facilities. MSD reserves the right to award multiple contracts as determined by MSD to be in its best interest and best value to MSD. 2. GENERAL CONDITIONS a) All work shall be performed as described in the bid document using the highest quality materials. Deviations from the above Scope of Work will not be considered unless prior approval is received from MSD Authorized Personnel. b) The Contractor may be asked to perform HVAC services at any location within the MSD service areas. c) The Contractor shall provide all equipment including (Lift), tools, labor, materials, machinery, testing devices, parts meeting technical specifications, transportation, and experience at no expense to MSD, to carry out the required work. MSD will not provide labor, materials, or equipment. Please see the Contractor Equipment section found on page 52 & 53 of this document. d) All materials shall be new and of Industrial Grade Quality unless prior approval has been given by MSD's Authorized Personnel to use another material. e) Jobs scheduled in advance that require a shutdown of a utility, such as electrical power, the Contractor must work with MSD Authorized Personnel to determine the shutdown schedule. Unless there is an emergency outage, contact must be made 48 hours prior to the shutdown. f) Should the Contractor determine at any time that an existing system appears to have a deficiency, the Contractor shall promptly report such matters verbally and in writing to the MSD Authorized Personnel. g) If required, the Contractor shall perform preventive maintenance on a scheduled, routine, approved basis, as pre-determined by MSD. h) After servicing any equipment, the Contractor shall provide recommendations/findings to MSD's Authorized Personnel with an estimate of repairs, cost, and man-hours for future work. i) The Contractor shall provide prompt service with a callback time within thirty-(30) minutes after the initial report. The response time (equipment and workforce on the jobsite, ready to work) will be within the allotted time of 48 hours for planned work and within 2 hours for emergency work. Failure to report to work within 2 hours on emergency calls will result in the contractor being paid normal rates as approved by the contract terms. j) Emergency services are defined as those services necessary to continue the operational process and/or maintain a safe operational environment, if the loss of which would create a situation that would adversely and unduly affect the safety, health, life, property, or otherwise cause loss to MSD. k) MSD Authorized Personnel will determine if the job is classified as an Emergency or routine in nature. However, if the job is not completed, but MSD Authorized Personnel have determined the emergency is over, then normal rates for scheduled work shall apply
