As of July 02, 2025, this project has not yet been awarded. A timeline for the award has not yet been established. These specifications (WD-25-01) are for the repair of Allen Reservoir which sustained damage in the Eaton Fire. The reservoir is a 4.1 million gallon concrete-lined, partially-buried water storage facility with a corrugated metal roof located at 2073 Pinecrest Drive, Altadena, CA 91001. The work includes, but is not limited to, repair and replacement of structural members, a catwalk and handrail in the interior of the reservoir. The work includes the furnishing of all supervision, labor, equipment, tools, transportation, appurtenances, services, and materials necessary for the complete and satisfactory repair of Allen Reservoir as shown in the specifications and project drawings. The Contractor shall incorporate all costs associated with the complete and proper construction of the work into the Contractor's bid prices. No additional compensation will be paid for the complete and proper construction of the work in good faith. Allen Reservoir is partitioned with an 8-foot wall which has allowed a portion of the reservoir to be restored to service after damages were sustained to the western compartment of the reservoir. The eastern portion of the reservoir will require temporary protective measures by Contractor so that water service can continue uninterrupted while repairs to the western portion of the reservoir are underway. Access into the reservoir is currently through two standard doors that open to a catwalk that spans the width of the reservoir over the water surface, or via stairs that lead to the reservoir floor. The western portion of the catwalk is damaged. The reservoir is accessed via a long driveway off of Pinecrest Drive with private residences on either side of the driveway. Work by PWP and its contractors and other contractors in the area, including by Southern California Edison, shall be anticipated by Contractor and coordinated for site access during the work. Bidders must possess and provide the following license(s) or certification(s) to be deemed qualified to perform the work specified: Bidders must possess and provide a Class "A" - General Engineering Contractor license to be deemed qualified to perform the work specified. Bidders must provide all required information for the City to verify the bond with their bid. The bond must meet the following requirements and characteristics: Bid security in the amount of five percent (5%) of the total bid price in the form of a redeemable or callable electronic surety bond, meeting City requirements, must accompany all bids. If the Bidder to whom the contract is awarded shall for fifteen (15) calendar days after such award fail or neglect to enter into the contract with the required insurance documentation, submit the Construction & Demolition Waste Management Plan, and file the required bonds, the City may deposit in its treasury said bid security and, under no circumstances, shall it be returned to the defaulting Bidder. Failure to return signed contract with all the attachments stated above may result in having the project awarded to the next lowest bidder. The bidder or proposer, by submitting a bid, expressly acknowledges and agrees that the judgment of the City as to whether or not the bidder or proposer is qualified to perform the project, shall be final, binding and conclusive; The City reserves the right to reject all bids, waive any irregularity in any of the bids, or cancel or delay the project at any time; This bidding process does not commit the City to award any contract, and the City is not liable for any costs incurred by the bidder or proposer in the preparation and submission of a bid.
