Portland State University (PSU or Owner) is accepting electronic bids for the Science Research and Teaching Center (SRTC) and Urban Center Building (URBN) - Lighting Upgrades (Project). Briefly this ITB covers two separate Scopes of Work (SOW). SOW No. 01 is the lighting upgrade of the Basement level, Second Floor through the Fourth Floor in the Science Research and Teaching Center (SRTC), as further set forth below. SOW No. 02 is the lighting upgrade of the Basement level through the Roof level, not including retail spaces, of the Urban Center Building (URBN), as further set forth below. This procurement will result in two (2) separate construction contracts. Questions Deadline May 13, 2025 at 5:00 pm local time. Prospective Bidders must submit questions or requests for clarification or change via email to proposals@pdx.edu. Substantial Completion Date November 1, 2025. Final Completion Date December 1, 2025. Owner reserves the right to hold the bid guarantees of all Bidders until the successful Bidder has entered into an Agreement with the Owner, or for a period of 90 calendar days, whichever is the shorter amount of time. Owner reserves the right to accept or reject any or all bids received in response to the ITB, to request either wholly or in part new bids, or to negotiate with any Bidder considered qualified in any manner deemed to be in the best interest of Owner. The Work contemplated in this document shall be for the Owner in connection with the Project described in the Project Manual. The Owner is committed to increasing contracting opportunities for Disadvantaged, Minority, Women and Emerging Small Businesses (DMWESB) firms and Veteran Business Enterprises (VBE). The Owner has established an overall aspirational goal for the utilization of DMWESB firms and VBE enterprises at 20% of hard construction costs. The Bidder shall use good faith efforts to achieve this aspirational goal. Upon request the Bidder shall provide the Owner with a report of DMWESB firm and VBE enterprise participation.
