THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Douglas Whitcomb) for receipt by close of business (2 p.m. local Denver time) on May 14, 2025: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm's capability to bond for a single project of $20 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CA ERFO FS SNBER 2023-3(1) SANTA ANA ROAD project in which you performed (as the prime contractor) work in mountainous terrain and natural resource sensitive areas. Experience in construction phasing, bridge repair, temporary traffic control, and timely completion of construction is required. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT NUMBER: CA ERFO FS SNBER 2023-3(1) PROJECT NAME: SANTA ANA ROAD PROJECT DESCRIPTION: The CA ERFO FS SNBER 2023-3(1) Santa Ana Road project is in San Bernardino County, CA within the San Bernardino National Forest. This project will provide repairs within a 4.85-mile-long portion of Santa Ana Road (also known as Forest Route 1N45 and Seven Oaks Road). The roadway, facilities, and bridge structures were damaged during the Tropical Storm Hilary event in August 2023. SCOPE OF THE WORK: Repairs of multiple damaged sites along Santa Ana Road are included in Project CA ERFO FS SNBER 2023-3(1). The scope of work elements includes two bridge replacements, 3.5 miles of roadway rehabilitation and reconstruction, embankment construction, culvert construction, aggregate placement, and erosion control measures. PRINCIPAL WORK ITEMS: 20401-0000 Roadway Excavation: 26,500 CUYD 25101-0500 Placed Riprap, Class 5: 2,500 CUYD 30202-2100 Roadway Aggregate, Method 2, Surface Course: 7,500 TON 55201-0200 Structural Concrete: 280 CUYD 55502-0000 Structural Steel, Provided, Fabricated, and Erected: 291,400 LBS ANTICIPATED SCHEDULE: Advertisement - September 2025 Award - November 2025 NTP - December 2025 Contract Completion - July 2027 DISCOLURE OF MAGNITUDE: The estimated price range is between $10,000,000 to $20,000,000 MISCELLANEOUS: Restrictions due to protected species are likely. There are both federally listed species as well as forest-listed Special Status Species in the area. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
