Site work and renovation of a civil project in Clarksville, Tennessee. Working plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

*As of June 24, 2025 this project has not been awarded and will put it out for bid at a later date.* City of Clarksville (Owner) is requesting Bids for the construction of the following Project: South Clarksville Water Treatment Plant Improvements 2025 The work to be performed (Work) generally consists of the following: Installation of a new on-site sodium hypochlorite generation (OSHG) system, including but not limited to generator, water softeners, break tank, pumps, piping, valves, electrical, instrumentation, mechanical, accessories, and appurtenances. Installation of a new brine storage tank, including but not limited to tank, piping, valves, accessories, and appurtenances. Installation of two (2) new sodium hypochlorite storage tanks, including but not limited to tanks, blowers, piping, heat tracing, valves, accessories, and appurtenances. Installation of new HVAC, electrical, and instrumentation equipment in membrane building. The Work is as shown on the Drawings and as set out more fully in the Specifications. Contractor shall provide all necessary materials, labor and equipment to complete the Work. The Project has an expected duration of 365 days to Substantial Completion after the date when the Contract Times commence to run and 395 days to readiness for final payment after the date when the Contract Times commence to run. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00am to 4:30pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the designated Issuing Office. Digital Bidding Documents may be obtained at no cost from the Issuing Office upon email request, which shall be submitted to astrid.buchanan@cityofclarksville.com. Prospective Bidders must obtain Bidding Documents from the Issuing Office to be registered as Plan Holder and to be eligible to bid on the Project. All official notifications, addenda, and other Bidding Documents will be provided to Plan Holders. Bidding Documents may be purchased from the Issuing Office during the hours indicated. Upon request, the Issuing Office will transmit the printed copies of the Bidding Documents via standard ground delivery service. If prospective Bidder requests expedited shipping, prospective Bidder shall bear the cost of shipping charges; Issuing Office will, upon receipt of fee payment and prospective Bidder's United Parcel Service (UPS) shipping account number, send printed Bidding Documents via requested UPS shipping service. The shipping charge amount will depend on the shipping method chosen. Bidders will be required to submit a Bid Security in the amount of five percent (5%) of Bidder's maximum Bid price in accordance with the Instructions to Bidders. Upon Contract award, the Successful Bidder must provide performance and payment bonds in accordance with the General Conditions, as may be modified by the Supplementary Conditions, at time of delivery of the executed Agreement to the Owner. Bidders must be licensed contractors as required by Tennessee Code Annotated (TCA) 62-6-103 and 62-6-112. Bidders are required to provide evidence of compliance with TCA Title 62, Chapter 6 before any Bidder's Bid may be considered. Pursuant to TCA 62-6-119, each contractor / Bidder applying to bid for the prime contract and for any masonry contract where the total masonry portion of the construction project exceeds one hundred thousand dollars ($100,000.00), materials and labor, electrical, plumbing, heating, ventilation, and air conditioning contracts, is required to place his / her Bid in a sealed envelope showing the Bidder's name, contractor license number, license expiration date, and license classification, and for electrical, plumbing, heating, ventilation and air conditioning contracts and for each vertical closed loop geothermal heating and cooling project, the company name, Tennessee Department of Environment and Conservation (TDEC) license number, classification, and the expiration date of same, on the outside of the envelope using the State Contractor Licensing Information Form (Section C-00300), except when the Bid is in an amount less than twenty-five thousand dollars ($25,000.00). Only one (1) contractor in such classification may be listed. Prime contractor Bidders who are to perform the masonry portion of the construction project which exceeds one hundred thousand dollars ($100,000.00), materials and labor, the electrical, plumbing, heating, ventilation and air conditioning must be so designated upon the outside of the envelope. Bids not conforming to these legal requirements are void, shall not be opened or considered. Bids less than twenty-five thousand dollars ($25,000.00) may contain only the name of the contractor on the outside of the envelope. Upon opening the envelope, if such Bid is in excess of twenty-five thousand dollars ($25,000.00), the same shall be automatically disqualified and shall not be considered. Per Tennessee Department of Commerce & Insurance Board for Licensing Contractors Rule 0680-01-.24 (2), award of the subcontract to one not listed on the base bid envelope in violation of TCA 62-6-119 will be subject to review and disciplinary action by the Board. For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
