This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 29, 2025, at 9:00 AM at the Region Five/District Eight Office in Collinsville. Phase I/II surveying services are required for various projects and assignments, in District Eight. The Consultant's work is anticipated to consist of, though is not limited to, the following: • Surveying services for Land Acquisition's Plats & Plans Unit, in District Eight. This work may include surveying to reference the highway centerline to public land lines, surveying to locate boundaries, record research, preparation and recording of monument records, preparation of legal descriptions, and preparation of Freeway Orders. This work may also include preparation of various plats and maps including Plat of Highways, existing right of way survey plats or maps, centerline plats, section corner plats, excess right of way plats and corridor protection maps. This work may also include right of way staking and designing proposed right of way for acquisition purposes. The work performed shall comply with the department’s Land Acquisition Manual and with District Eight's standards, guidelines and procedures. • Surveying services for Studies & Plans' Survey Unit, in District Eight. This work may include performing hydraulic surveys, topographic surveys, and horizontal and vertical control surveys for highway design projects in District Eight. The work performed must comply with the department’s and District’s standards and guidelines. The Consultant shall utilize the department’s SMD (point codes) file while conducting these surveys for the department. • Surveying services to preserve land survey monuments removed or disturbed during construction projects. This work may include pre-construction efforts to locate, inventory, and preserve all land survey monuments (such as section corners, property corners, right of way corners, centerline points, and other historical survey monuments as encountered) that may be disturbed or removed by construction activities, of various highway construction projects. This work may also include post-construction efforts to reset, preserve and document all land survey monuments which were disturbed or removed during the construction activities of various highway projects. This work may also include preparing and recording monument records for all section corners within the construction limits of a proposed highway construction project. This work may also include preparation of plats, maps or exhibits identifying the land survey monuments found and reset. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The completion date for this contract will be 60 months after authorization to proceed. The method of contractor selection has not been determined at this time.
