Renovation of a service station / car wash facility in Sacramento, California. Completed plans call for the renovation of a service station / car wash facility.
Description of Work A. Contractor shall remove and legally dispose of the 17 existing security cameras and furnish and install 27 NDAA-compliant IP cameras and mounting hardware, see Attachment A - Site Map for camera locations. Contractor shall configure the replacement cameras to record to a NDAA-compliant NVR. B. Contractor shall repair any holes or penetrations existing after removal of old cameras and shall be patched or repaired to be watertight and match general building conditions. C. Contractor shall hold the appropriate certification or license(s) to furnish, install, and program the new security camera system, including required software for the term of this Agreement. D. Under this Agreement, "parts" include, but are not limited to, conduit, raceway, Category 6 cable (Cat 6) , and low voltage wire that may be needed to install the new cameras. E. Contractor may utilize existing cabling infrastructure where applicable. F. Contractor shall furnish and install the following 27 new security cameras: 1) 18 Vicon 32MP Multi-Sensor V2032-WIRE-360, or equivalent. 2) Seven (7) Vicon 8MP Bullet VA-BVF08A, or equivalent. 3) Two (2) Vicon 5MP Dome - V2105D-WIR MIR, or equivalent. a) Contractor shall provide a pathway map and labeling diagram for the cameras once all 27 cameras are installed. b) Contractor shall verify locations of newly installed cameras provide adequate field of view with Caltrans Contract Manager. c) Contractor shall furnish and install enterprise licenses for all cameras and the NVR. G. Security Camera Locations - Required Conduit and Cat 6 Cabling Contractor shall furnish and install all required conduit, Cat 6 Cabling, and necessary components for security cameras installed in new locations. See camera list below with cabling requirements: 1) Camera 1 - New location: 300 feet Cat 6 Cable and conduit 2) Camera 2 - New location: 200 feet Cat 6 Cable and conduit 3) Camera 3 - Same Location 4) Camera 4 - New location: 100 feet of Cat 6 Cable and conduit 5) Camera 5 - Move 20' to N/E corner of the building. 20 feet of Cat 6 Cable and conduit 6) Camera 6 - New location: 100 feet of Cat 6 Cable and conduit 7) Camera 7 - Same location 8) Camera 8 - New location: 150 feet of Cat 6 Cable and conduit 9) Camera 9 - New location: 75 feet of Cat 6 Cable and conduit 10) Camera 10 - New location: 250 feet Cat 6 Cable and conduit 11) Camera 11 - New location: 150 feet Cat 6 Cable and conduit 12) Camera 12 - Same location 13) Camera 13 - New location: 150 feet of Cat 6 Cable and conduit 14) Camera 14,15,16 - Same locations 15) Camera 17 - New location: 100 feet Cat 6 Cable and conduit 16) Camera 18 - New location: 250 feet Cat 6 Cable and conduit 17) Camera 19 - New location: Mount on S/W corner, four (4) feet conduit 18) Camera 20 - Same location 19) Camera 21 - New location: 250 feet Cat 6 Cable and conduit 20) Camera 22, 23, 24, 25, 26, 27 - Same location H. Contractor shall furnish and install one (1) NDAA-compliant Vicon VERA-2U180R-144 96 TB NVR, or equivalent, in the Administration Building. 1) Contractor shall install NVR at a location and in a rack provided by Caltrans. Caltrans will provide the static IP address for the NVR. 2) Contractor shall connect NVR to the Caltrans network using dual 25 gigabyte fiber cable. 3) Contractor shall program NVR with IP, subnet, gateway, and DNS servers. 4) NVR shall have the memory capacity to record a minimum of 30 days of continuous recording at 15 frames per second (FPS). The video management software (VMS) shall have equivalent live reporting and analytical capabilities as the Vicon Valerus VMS. Attachment B, Caltrans IT Hardware & Software Standards; Facilities Security and Monitoring, Statewide Surveillance Systems - Closed Circuit TV (CCTV). 5) Contractor shall program the NVR to notify a contact list, provided by Caltrans, in the event of a violation. 6) Contractor shall program all cameras into new NVR for correct operation and set up all analytics on system to assist in detecting intruders. I. Contractor shall install all cameras to NVR, to ensure the camera system is able to respond in real time to alarms/alerts by notifying Caltrans or a third-party monitoring service of an intrusion event. The Video Management Systems (VMS) shall include a comprehensive alerting system, which includes, but limited to: 1) Alerts shall be configurable to function in various formats, at a minimum through push notifications (for mobile devices) and email. 2) Standard alerts shall encompass motion detection, system health, camera status, and storage retention. 3) Alerts shall be customizable, and the system shall feature advanced analytic capabilities, even if they are not utilized in the initial phase of the project. Examples of advanced analytics include loitering detection, line crossing alerts, and license plate recognition. J. Video Management System (VMS) Monitoring 1) Contractor shall furnish and install all necessary client VMS software. 2) PC will be provided by Caltrans. 3) Contractor shall provide a minimum of four (4) hours of training to Caltrans staff for the use and management of the system. K. Asphalt Trenching - Camera Network Data Path 1) In the location identified on Attachment A - Site Map, Contractor shall provide a path for camera network data by saw-cutting the asphalt, trenching to a minimum depth of 18 inches, approximately 50 feet in length, installing appropriate schedule 80 conduit pipe, backfilling, and patching asphalt to match the existing surface. 2) Contractor shall be responsible for using a state-certified locating service to identify if there are other buried obstructions. L. Contractor shall ensure all exterior cameras are installed with high-definition internet protocol (IP) cameras and will be powered using Power Over Ethernet (POE) technology. All exterior internet protocol (IP) cameras shall be installed using new CAT6 cabling. M. Any work or material that is found to be substandard by Caltrans Contract Manager, or not in compliance with State or local codes, shall subject Contractor to a call back to redo the job and bring the job up to standard or code. Contractor shall perform any work under a call-back, including the materials required to complete such work, at its sole expense and at no cost to Caltrans. N. If poor work by Contractor persists and necessitates a third "call back" to complete/correct work, Contractor is hereby advised that this poor work record shall constitute grounds for termination of the Agreement, at the sole discretion of Caltrans Contract Manager, for default per Exhibit D, Section 2 (Termination).
