a. This project consists of a conceptual design study for improvements to the intersection of N. 20th Street and E. Hillside Drive. The consultant shall develop a conceptual design study which includes design plans and cost estimates for both a roundabout and a signalized intersection at the project location. As part of the conceptual study, the consultant shall also provide a recommendation for an optimal solution to the city. Factors to be included in the conceptual design study shall include but are not limited to: traffic analyses, geometric design, stormwater design, utility relocation and coordination, right-of-way requirements and acquisition. A traffic study, previously performed for the city which analyzed both a roundabout and signalized intersection, is included for informational purposes. b. This project consists of improvements to the existing two-lane entryway (S. 138th E. Avenue) to the park, along with parking lot expansion for Elam Park. Plans shall be developed to widen the entryway from two lanes to four lanes with raised medians, consistent with the Elam Park Master Plan, from W. Florence Street to approximately the far north school access from S. 138th E. Avenue. The remaining entryway does not require expansion at this time and will not be included in this project. The project shall also include developing plans for expansion of the existing Elam Park parking lot to double the current number of parking spaces.
