The National Park Service, Contracting Operations East, New England Major Acquisition Buying Office, issues this Request for Proposal (RFP) for a construction requirement at Saratoga National Historical Park in Stillwater, New York. Work will consist of furnishing all labor, supervision, materials, tools, supplies, transportation, license, certificates, permits, personal protection equipment, professional services, and equipment as required to design and construct a new septic system for the visitor center as detailed in the Scope of Work, included with the solicitation documents. The visitor center is a single story, structurally sound, wood and steel framed structure. It contains a men's restroom with two fixture, 2 urinals, and 2 sinks. The women's restroom including 4 fixtures and 2 sinks. Also included is one drinking fountain and one janitor's sink. The estimated magnitude of the complete requirement is between $250,000 and $500,000. Period of Performance: 08/01/2025 to 01/30/2026 Submit questions only though email to the following: Contracting Officer, Jason Albright, Jason_Albright@nps.gov, Question Deadline 07/21/2025 Scope and Objectives In general, the scope of this project is to design and construct a new septic system complete for the visitor center. It includes: o Verification of existing conditions, o provide shop drawings for a new septic system with a licensed engineer's seal from the state of New York, o obtain permits, o connect to an existing six-inch V.C. line at the building, o install six-inch PVC with appropriate fittings to a new septic tank, o place a new 4,000-gallon septic tank and 2,000-gallon tank with floating dosing device, o connect from the 2,000-gallon tank with six-inch PVC to a new distribution pipe, o install a new single pass lined sand filter, o construct a sewer manhole at end of the sand filter, o terminate the system with an infiltration gallery, o backfill all excavations, o place clean soil/topsoil graded to match surrounding grade, and o performing lawn operations.
