To ensure the continuity of its disposal operations, the MRC must proceed with the development of new technical landfill cells (TLC), i.e. TLC 17 to 20, for a total surface area of approximately 9,750 m2. The MRC also wishes to proceed with the installation of phase 7 of the final impermeable cover over approximately 9,100 m2 in front of landfill cells 13 and 14. Various related works will complete the project, such as access roads, paper barrier fences and surface water drainage. The work is governed by the Construction Decree, Law R-20 and the Regulation respecting the landfilling and incineration of residual materials (REIMR) of the Ministère de l'environnement, de la lutte contre les changements climatiques, de la faune et des parcs (MELCCFP). The contractor must prioritize health and safety, provide signage and coordinate with operations. BNQ 1809-900/2019 is the basis for this tender, with amendments to this WSP specification taking precedence. The project will be conditional on acceptance of the borrowing by-law. The start of work is conditional on the Owner's landfill activities, and will most likely begin in the summer/fall of 2025.
