Renovation of a municipal facility in New York, New York. Completed plans call for the renovation of a municipal facility.
The New York City Economic Development Corporation ("NYCEDC") - on behalf of the City of New York (the "City") and in coordination with the New York City Department of City Planning ("DCP") and New York City Public Schools ("NYCPS") - is releasing a Request for Information ("RFI") to solicit ideas regarding the adaptive reuse of the City-owned building at 44-36 Vernon Boulevard (the "Vernon Building") in Long Island City, Queens, to address key priorities of Long Island City ("LIC") residents, community members, and other stakeholders. The RFI encourages responses from teams (including for- and non-profit organizations) that propose concepts or plans to redevelop all or a portion of the Vernon Building for adaptive reuse. Situated along 44th Drive and facing LIC's East River waterfront, the Vernon Building is a large, six-story warehouse structure currently owned and occupied by NYCPS. Totaling nearly 700,000 gross square feet, the Vernon Building has the potential to be redeveloped to support a mix of office, cultural, industrial, retail, and community-serving uses. NYCEDC, DCP, and NYCPS will review complete, responsive proposals to redevelop all or a portion of the Vernon Building through adaptive reuse and may choose to publicly release summaries of those proposals. The City will not select a development team from the RFI, but rather anticipates learning from the RFI responses to inform future approaches to the Vernon Building. There will also be an online informational session held for this Project. The information session will be held on Wednesday, May 21, 2025 from 4:00-5:00PM ET virtually via Microsoft Teams. Located at 44-36 Vernon Boulevard on the LIC waterfront, the Vernon Building (in Figure 4 above) is a 672,000-square foot, six-story building with approximately 97,500-squarefoot floor plates. The building sits on two tax lots - Block 489, Lot 1 and Block 488, Lot 11 - with a combined area of 103,700 square feet. The Vernon Building's main entrance faces Vernon Boulevard. The site is bounded by an undeveloped six-acre site to the north; the aforementioned Waterfront Site to the west; 44th Drive and the aforementioned DOT Site to the south; and Vernon Boulevard and the LIC Industrial Business Zone to the east. In addition, the site is situated within the DCP's LIC Waterfront Design Guidelines geography. Access and Transportation The Vernon Building is accessible by the E, M, 7, and G subway lines, with the closest stations being Court Square - 23rd Street (E, M; 0.3-mile or 7-minute walk) and Court Square (G, 7; 0.5-mile or 10-minute walk). The Q103 bus line runs along Vernon Boulevard and stops at the corner of Vernon Boulevard at 44th Drive. The site is approximately a 0.5-mile drive to the Queensboro Bridge on-ramp toward Manhattan.
