Site work and paving for a mixed-use development in Stoneville, North Carolina. Completed plans call for site work for a sidewalk / parking lot; transportation facility; for paving for a transportation facility; and sidewalk / parking lot.

**As of August 07, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** This project can generally be described as the replacement of airport perimeter fencing with additive bids for the site preparation for a potential hangar site as well as paving a new aircraft apron and vehicle parking lot. Bid Security equal to 5% of the total of the Base Bid and Bid Additives is required in the form of a cash deposit or a Bid Bond. Contract Security in the form of 100% Performance and Payment Bonds will be required. No Bid may be withdrawn after closing time for the receipt of Bids for a period of one hundred twenty (120) consecutive calendar days. The Rockingham County Airport Authority and Parrish and Partners of North Carolina are not responsible for bid documents obtained from other sources. Questions related to the Contract Documents must be submitted in writing to the Engineer no later than 12:00 noon on Tuesday, May 20, 2025. Prior to submitting a bid, each Bidder must be properly pre-qualified as a prime or POC bidder through the North Carolina Department of Transportation for the work that the bidder intends to perform. Each Bidder shall certify, in its proposal, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency or the State of North Carolina. There is no MBE/WBE goal for this project. Certain mandatory state and federal requirements apply to this solicitation, and will be made a part of any contract that is awarded, as specified in the Project Manual. This item of work shall consist of, but is not limited to, work and operations necessary for the movement of personnel, equipment, material and supplies to and from the project site for work on the project except as provided in the contract as separate pay items. This item consists of demolition work including complete or partial removal of existing construction as indicated on the drawings or as directed by the Engineer. The work includes coordination and scheduling of demolition work by other contractors and utility companies. 2 Scope. Types of demolition work may include but are not limited to: A. Portions of the existing storm drainage system, including various sizes of pipes and structures. B. Chainlink Fence and Gate Removal. C. Miscellaneous structures encountered during excavation, earthwork, storm drainage, paving, and other operations. This item shall consist of preparation of existing pavement surfaces for overlay, surface treatments, removal of existing pavement, and other miscellaneous items. The work shall be accomplished in accordance with these specifications and the applicable plans. The work covered by this section consists of furnishing, placing, and securing excelsior matting, and turf reinforcement matting on previously shaped and seeded slopes, drainage channels, or other areas at locations shown on the plans or as directed by the Engineer. This item shall consist of pavement courses composed of mineral aggregate and asphalt binder mixed in a central mixing plant and placed on a prepared base or stabilized course in accordance with these specifications and shall conform to the lines, grades, thicknesses, and typical cross-sections shown on the plans. Each course shall be constructed to the depth, typical section, and elevation required by the plans and shall be rolled, finished, and approved before the placement of the next course. This item shall consist of construction of manholes, catch basins, inlets, and inspection holes, in accordance with these specifications, at the specified locations and conforming to the lines, grades, and dimensions shown on the plans or required by the RPR. This item shall consist of preparing the ground surface for topsoil application, removing topsoil from designated stockpiles or areas to be stripped on the site or from approved sources off the site, and placing and spreading the topsoil on prepared areas in accordance with this specification at the locations shown on the plans or as directed by the RPR. Runway 15-33 is currently 7820 feet long, with a 500 foot stopway on the north end. This project will remove the stopway and extend the runway 1000 feet to the north and 500 feet to the south. Finally, the existing portion of the runway will be repaved. The runway 33 glide slope will be relocated. The new runway 33 localizer has already been installed by FAA Technical Operations and only needs to be switched on. Runway 15 is currently served only by a localizer, which will remain in operation as it will be beyond the future RSA. Appropriate NOTAMS will be issued throughout the project.
