Site work for a civil project in Middleton, Idaho. Working plans call for site work for a 2,296-square-foot water / sewer project.

As of September 12, 2025, an engineer has been awarded for professional services. A public bid for a general contractor is expected Spring 2026. A timeline for construction is unknown. The Project includes the following Work Construction of a new wastewater treatment plant with decommissioning of the existing treatment plant. Components of the new wastewater treatment plant include; preliminary treatment with screening and grit removal housed within a new headworks building, primary treatment with activated primary clarifiers and equalization basin, secondary treatment with step-feed biological basins, blower support building, and secondary clarifiers, Ultraviolet disinfection and personnel support building, solids handling with drying beds, dewatering building and sludge storage. The project additionally includes several supporting pump stations and off site water main extension. The City of Middleton, Idaho ("City") is soliciting Statements of Qualifications (SOQs) from qualified consulting firms with demonstrated expertise in providing engineering, architectural, and professional services in support of the planning, permitting, design, and construction management of the City's wastewater treatment and sanitary sewer infrastructure improvements. a The City of Middleton owns and operates a Wastewater Treatment Facility (WWTF) and anticipates the need to undertake a program of substantial improvements to meet IPDES permitting requirements, address biosolids handling, accommodate future system loads, and develop a land application program for recycled effluent wastewater.The selected firm(s) will assist the City in the delivery of a multi-phased capital improvement program anticipated to extend through 2040. Award may be made for a comprehensive scope of services or for discrete project phases or technical specialties, depending on the qualifications and expertise demonstrated by respondents. Nothing in this RFQ obligates the City to award all phases or services to a single firm.
