SCOPE OF WORK This project, culminating in the creation of comprehensive utility rate recommendations for the community of Port Hueneme, entails both process and product, in that the steps leading to its development are as important as the document itself. Key aspects of this project include: 1. Meet with key personnel to gain a solid understanding of the physical system, current operations and maintenance practices, billing system, contract obligations, and other challenges facing the Enterprise Funds. 2. Work with the key personnel to analyze current rates and, if necessary, develop equitable user fees that ensure Enterprise Fund services are provided on a self-supporting basis, are not a drain on general fund revenues, and that adequate reserves based on long-range funding requirements are established. 3. A comprehensive cost of service-based study of Water, Solid Waste and Wastewater rates and recommended rates for a five-year period (Fiscal years 2025-26 through 2029-30). 4. Provide logical rationale for any proposed new rate structures and provide a spreadsheet model reflecting the proposed rate adjustments which will become the property of the City. 5. A rate study narrative, documenting the report methodology, assumptions, and data behind the recommendations. 6. Quantify the expected impacts that will occur with implementation of the City's capital improvement plans and master plans. 7. Compare any proposed new rates to other utilities providing similar services in the county and region. 8. Make clear and concise public presentations that discuss not only any recommended new rates, but also alternatives if applicable. 9. Perform all aspects of creating the Proposition 218 noticing and public outreach 10. Conduct a minimum of 3 meetings (kickoff, progress and final) with staff and the consultant.
