The scope of this bid includes the loading, transportation and delivery of liquid municipal sewage sludge from the Asbury Park Waste Water Treatment Facility (APWWTF) to Passaic Valley Sewerage Commission (PVSC) in Newark, NJ. It is vital to the efficient operation of the plant that the minimum volume range of approximately 40,000-50,000 gallons be expeditiously removed from the APWWTF, without fail or other provision made to substitute, every week. Arrangements with the contract aswarded will be made by APWWTF supervisory staff on a weekly basis, averaging approximately three haul days per week. The APWWTF may only be available for loading of sludge on weekdays during normal APWWTF business hours of 7 am - 2 pm from Monday through Friday. The A.P. Wastewater Treatment Superintendent may require additional pick-ups on weekends at his discretion. The City's sludge loading bay is available for inspection Monday - Friday from 7 am - 2 pm. Bidders must not bid unless they are certain that they are able to keep up with the demand and schedule required for the proper loading, transportation and delivery of prescribed sludge volumes from the APWWTF to PVSC immediately upon notification of contract award by the City. The award of the Contract for this work will be made pursuant to the respective Local Public Contract Law Provisions outlined in N.J.S.A. 40A:11-1 et seq. The right is also reserved to reject any and all proposals or to waive any informality where such informality is not detrimental to the best interest of the City of Asbury Park.
