Single Stream Recycling Services. Portsmouth, Virginia is a city with approximately 96,000 residents and occupies an area of 30 square miles. Portsmouth is located on the Elizabeth River in the southeastern quadrant of the Commonwealth of Virginia. Portsmouth has approximately 38,000 households and is home to the Norfolk Naval Shipyard and the Fifth Coast Guard District Headquarters. The City of Portsmouth has been committed to recycling residential waste in order to divert waste from less desirable methods of disposal, to fulfill the City's role as a responsible environmental steward, and to meet the Commonwealth of Virginia's recycling goals and requirements. The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified sources to establish a contract through competitive negotiations with one Contractor to provide a Material Recycling Facility (MRF) to accept single stream recyclables from the City of Portsmouth for the purpose of recycling Initial Period of Contract: From Date of Contract Execution Through 2 years. It is anticipated that this contract will begin on or about June 4, 2025. The initial contract period is two (2) years, with up to three (3) optional annual renewals of both parties. The City will notify the other party in writing - ninety (90) days prior to the expiration date of the contract of its intentions to renew The City reserves the right to modify its collection schedule and routes during the term of the contract. In addition, the City may collect recyclable material on some holidays. The MRF must be open and operational during holiday collections. Holiday schedules change depending on the day of the week on which the holiday falls each year. The City of Portsmouth will provide a holiday schedule to the successful contractor at the beginning of the contract period for the first year and prior to January 15th of each calendar year for any subsequent contract year.
