Only for selected firms from the SPPS Board of Education (BOE) approved slate of architects and engineers Question Deadline 05/16/2025 at 2:00 PM CT Responders shall submit in writing all project and RFP questions, including any questions from site visit, via online. PURPOSE Saint Paul Public Schools, Independent School District #625, is requesting proposals for Commissioning (Cx) and Testing, Adjusting, and Balancing (TAB) Services for the 740 York RTU Replacement and Re-Roof project. The intent of this project is to replace roofing on the school portion of the building, replace RTUs, and address deterioration in decorative cornice. SPPS will first contract with the selected firm for services for all phases, as quantified in the AIA C203-2017 Standard Form of Consultant's Services: Commissioning, as modified by the Owner (See Attachment 1). Once the scope of the project is confirmed through the Design phases, SPPS will amend the Cx and TAB contract, if necessary, to reflect the final design scope and construction schedule and phases. With mutual agreement, the proposed fee per Section 3.05 below, will be adjusted to reflect the final scope and schedule decisions. The 740 York building houses two programs: The staff of the Online School and the LEAP High School program, an Alternative Learning Center (ALC) high school serving English-languagelearner immigrant and refugee students. The original portion of the 740 York building was constructed in 1911. Additions were added in 1925, 1926, 1965, and 2000. The existing roof and Roof Top Units (RTUs) date from the 2000 remodeling and addition project. The scope of this project includes replacement of approximately 42,300 square feet of roof and replacement of five (5) RTUs and addressing leaking through the parapet and the decorative metal flashing drip edge detail The preliminary construction cost estimate is $3,250,000 to $3,750,000. This range of values includes all hard construction costs, including prime contractor general conditions, inflation multiplier, and estimating/design contingency. It does not include construction contingency (10%), and reimbursables, or SPPS provided furniture (not in design scope) or SPPS provided instructional audio-visual equipment. Proposals deemed noncompliant with the format and information requirements as detailed in PART 3 may be eliminated from further review and consideration. The remaining Proposals will be reviewed by an evaluation committee and scored based on criteria defined in PART 3, including quality and completeness. SPPS does not favor any one responder or firm. C. SPPS reserves the right to accept or reject any or all of the Proposals, any parts of Proposals, and to waive minor deficiencies or informalities in the Proposal. A deficiency or informality is minor if, in the judgment of SPPS, it does not provide a material advantage to a responder or prejudice the rights of other responders. D.
