Renovation of a municipal facility in Massena, New York. Completed plans call for the renovation of a municipal facility.
This project, located at 48 to 54 Main Street in Massena, NY, involves the installation of flooring in a second-floor commercial space, a complete gut renovation of an existing barber shop, the renovation of a back storage room and a second storage room, cooling for a commercial tenant, addition of a wall and doors to dressing rooms, the renovation of kitchens and bathrooms in five second-floor apartments, and work in the main residential hallway/ stair. An asbestos survey was conducted by Green 2 Green Consulting LLC in March 2025 which indicated the presence of asbestos containing material in the 9x9 floor tile under the carpet in the front barber area, included in Work Item #02. This ACM will need to be removed in order to safely complete the renovations. Work item #01 is the installation of new luxury vinyl plank (LVP) over an existing level plywood floor in a room that is approximately 20' x 40' and is on the second floor of a commercial tenant space. As part of this work, the existing wood base will need to be removed and reinstalled. Work item #02 is the gut renovation of an existing first floor commercial tenant space that is currently a barber shop. This work will entail a full demolition of existing flooring down to subfloor, wall paneling, ACT grid system, wood stud partition walls, bathroom fixtures and existing electrical, including lighting, outlets, switching and circuiting. The new work will include installation of new luxury vinyl plank (LVP) flooring over existing subfloor (floor leveling may be required), new 4" vinyl base, new painted gypsum board (walls) over existing wood studs with new vinyl wall base, a new ACT grid system, a new HC restroom (including fixtures and associated plumbing, grab bars, and bathroom accessories), and new electrical for the space, including new circuiting to the existing electrical panel, new outlets, switches and lighting). This work will also include the installation of a ductless split tied into an existing condensing unit at grade to the exterior of the building. Work item #03 involves the renovation of a +/- 800 SF back storage room to the rear of an existing commercial tenancy. This work will require the installation of 1x wood strapping and painted gypsum board at existing concrete walls and ceiling, new 4" vinyl base and new electrical lighting. There is existing 2x shelving that is to remain in the space. Work item #04 includes work to a storage room for shoes/ boots, etc.. This 20' x 40' room will require new LVP flooring over existing subfloor, the removal of rubber base and install of new 1x4 painted paint-grade wall base, installation of new painted 2x and plywood shelving, and new painted 1x door trim. Work item #05 is the installation of a wall-mounted ductless mini split in a commercial tenancy on the first floor of the building, tied back into an existing condensing unit at grade to the exterior of the building. Work item #06 is for the renovation of (4) bathrooms and (5) kitchens in five residential apartments on the second floor of the building. These renovations include the demolition of existing bathroom vanities, kitchen sinks, flooring and trim. The new work will include replacement of flooring with LVP over existing subfloor, new bathroom vanities, prep, patch and painting of existing gypsum board walls and ceiling, new lighting, new kitchen sinks, prepping and painting of existing upper and lower cabinets, new countertops, and new wood trim. Work item #07 includes work associated with the common hallway and stair in the residential part of the building. Work to include prepping and painting the walls, trim and ceiling, including removing/ sanding textured ceiling. Work item #08 is the addition of a wood stud/ painted gypsum board wall, and two 6 panel stained pine doors, frames and trim to replace curtains at two existing dressing rooms. Contract Time and Liquidated Damages: Substantial completion shall be no later than November 1 st 2025. Liquidated damages of up to one hundred dollars ($100.) per calendar day may be assessed for late Substantial Completion. An MWBE participation goal of 10% MBE and 10% WBE of the contract amount is required. The successful bidder will be required to comply with all applicable federal, state and local laws and regulations. Bidders must document any Certified MWBEs they intend to use for the work in Paragraph 12 of the Bid Form. A Bid Security is not required. A Performance and Payment Bond is not required.
