Site work for a municipal facility in Rosthern, Saskatchewan. Completed plans call for site work for a municipal facility.
The Rural Municipality (RM) of Rosthern and the Town of Duck Lake (Town) (jointly and independently herein referred to as "the Owner") requests a tender for construction of the Rosthern Landfill and Duck Lake Landfill Closures inclusive of the physical capping and associated works. The Rosthern Landfill (Site 1) is located at SE 03-42-03 W3M approximately 9 km south of the Town of Rosthern. The Site is owned by the RM and is operated under the Saskatchewan Ministry of the Environment (SKMOE) Permit to Operate a Waste Disposal Grounds No. PO20-083. There are two adjacent cells at the Rosthern Landfill requiring closure; namely a natural attenuation cell and an engineered cell 1 (stage 1). The Duck Lake Landfill (Site 2) is located at SW 22-45-02 W3M approximately 9 km north of the Town of Duck Lake. The Site is owned by the Town and currently operates as a transfer station. Cell C is the only cell requiring closure at Site 2. The intent of this tender is as follows: With Site 1 and Site 2 being in close proximity to one another, the Owners (the RM of Rosthern and the Town of Duck Lake) have agreed to tender the projects together in a collaborative manner in hope of attaining economies of scale and efficiencies by encouraging a single contractor to undertake both projects. Although the Owners encourage submissions for the construction of the works at both sites, contractors may elect to submit pricing for one of the two sites as well. Site 1 and Site 2 are independent from each other with respect to both invoicing and project management. For Site 1, the closure of 1) the natural attenuation cell, and 2) the engineered cell 1 stage 1, are to be tracked and invoiced separately from each other for processing, but directed to the same client (the RM of Rosthern) Site 2 is to be tracked and invoiced to the Town of Duck Lake As per the instruction to bidders, there are two options available to bidders: Option A: The Bidder submits pricing for being awarded both Sites 1 and 2.
