Site work for a water / sewer project in Attawapiskat, Ontario. Completed plans call for site work for a water / sewer project.

The Work consists of supplying all labour, equipment and materials necessary for the complete and satisfactory drilling, sampling, construction, development and testing of two (2) 203 mm by 356 mm (8-inch by 14-inch) diameter filter pack wells to yield approximately 10 L/s (130 Imperial Gallons per Minute (IGM)) of clear, sand-free water. 1.1 The Attawapiskat First Nation (AFN) community is located on the north bank of the Attawapiskat River approximately 12 kilometres (km) upstream of the James Bay and 220 km northwest of Moosonee, Ontario (Figure 1). This remote community is accessed by air transportation, summer barge service from Moosonee and a seasonal winter ice road connecting the community to Kashechewan, Fort Albany and Moosonee. The community of Attawapiskat obtains their water supply from a mix of surface water and groundwater sources. Operation of the supply well, Well 2 (TW2/07) commenced in 2024 using a reverse osmosis unit to remove elevated sodium chloride found naturally in the bedrock groundwater. 1.2 A detailed scope of work is outlined in Sections 2 and 4 of the attached Specifications for the Drilling, Sampling, Construction Development and Testing of Two Production Wells. Following is an abbreviated summary of the work to be completed: The general location of the work is in or immediately adjacent to the community of Attawapiskat. Two wells, referred to herein as PW1/25 and PW2/25 are to be installed on the western side of the community, in the vicinity of two (2) of the three (3) Test Wells (TW1/25, TW2/25 & TW3C/25) constructed drilled in February 2025), as illustrated on Figure 2. The Work consists of supplying all labour, equipment and materials necessary for the complete and satisfactory drilling, sampling, construction, development and testing of two (2) 203 mm by 356 mm (8-inch by 14-inch) diameter filter pack wells to yield approximately 10 L/s (130 Imperial Gallons per Minute (IGM)) of clear, sand-free water. The new wells will be constructed utilizing 203 mm (8-inch) nominal diameter pipe-size stainless steel screen and Schedule 80 PVC casing. The total well depth is expected to be 85 metres (m) with a total screen length of approximately 55 m. Following well construction, each well will be developed, stepped-rate tested (3 one-hour steps, plus recovery) up to the maximum capacity of the well on one day, and (following recovery from the stepped rate test) constant-rate tested for a continuous seventy-two (72) hour period on a subsequent day; recovery is to be monitored to 90% of the static level. Pumping rates are not to exceed 10 L/s, unless approved by the Engineer. 4.1.1 General: The work to be done hereunder includes the furnishing of all labour, materials and equipment necessary for the complete and satisfactory construction and testing of two (2) filter-packed wells capable of yielding approximately 10 L/s (130 IGM) each of clear, sand-free water and in accordance with Section 4 herein. The well casing, couplings, centralizers, screen, filter pack material, and two pipe elevators required to hold the casing and screen during installation are currently located in Attawapiskat in advance of the well installation program. Specifications for this material are discussed herein. 4.1.2 Work Included: (i) Provide underground service locates for two wells. (ii) Drill two (2) pilot holes (one for each well) including sampling and logging as required for well design specifically relative to the location of the screen. (iii) Ream the pilot holes to nominal 356 mm (14-inch) diameter and construct two (2) nominal 203 mm x 356 mm diameter filter-pack wells with protective surface casing as specified in the attached Figure 4 and in accordance with the well construction program described in Section 4.3 with materials as specified in Section 4.2. Figure 4 illustrates the proposed well design; the actual well design may vary depending on hydrogeological conditions recorded during pilot hole drilling. (iv) Development of each wells to yield clear, sand-free water to meet AWWA Standard A-100 as determined using a Rossum suspended sediment sampler at a rate of 10 L/s (200 IGM) (v) Conduct one (1) pumping test at each well that consists of a four (4) hour stepped-rate test on one day, followed on a different day by up to a seventy-two (72) hour constant-rate test and with recovery to 90% of the original static level. The pumping rates for both the stepped-rate test and constant rate test will be confirmed by the Engineer following well development. It is anticipated that the maximum pumping rate would be (on the order of) 10 L/s. (vi) All drill cuttings from the well will be spread at the Well Site as directed by the Engineer.
