Site work and paving for a sidewalk / parking lot in Orlando, Florida. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The intention of this project is for the CONTRACTOR to furnish all material, equipment, labor, transportation, construction equipment, machinery, tools, appliances, fuel, power, water and sanitary facilities and all other facilities and incidentals necessary for this work. Bids must be accompanied by a bid bond, certified check or cashiers check made out to the City of Orlando, or other security as provided by law, in an amount not less than 10% of the total base bid. Bidders must be appropriately licensed Florida Contractors pursuant to Chapter 489 Florida Statutes to be considered responsible bidders and eligible to be awarded a contract. All questions about this solicitation must be submitted in writing to Silvia Coste, CPP, Senior Purchasing Agent at silvia.coste@orlando.gov and received before 5:00 p.m., local time, Thursday, May 29, 2025. Answers will be issued in the form of an Addendum. The CITY is under no obligation to respond to questions received after the cutoff date for questions. Upon award of contract, the awarded Bidder may be required to provide Performance and Payment Bonds for any individual project in the amount of $200,000.00 and over. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasurys Listing of Approved Sureties, and must have at least an Arating in accordance with the most current A.M. Best Company financial strength ratings. Living Wage CONTRACTOR is required to pay its workers, as well as its subcontractors providing services pursuant to a contract with the CITY, a living wage for the time spent providing services to the CITY. (This provision does not include general administrative personnel unless they are assigned to a CITY project.) Living wage means compensation for employment of not less than $15.00 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve CITY expenditures that exceed $100,000.00 per year. The Scope of Work consists of repairing existing and constructing new sidewalks, curbs, driveway aprons, retaining walls, curb ramps and crosswalks. 2. The estimated annual expenditure is $800,000.00. 3. The quantities listed in the Bid Price Form are only an estimate of the amount of work that may be performed. The City cannot guarantee how much work will ultimately be required. During the term of the contract, the City will issue individual work orders (Exhibit "A") for specific work to be performed. 4. This Specification is divided into several sections for ease of reading. Each section deals with a specific topic. References to many of these sections are available in the City of Orlando's latest edition of the Engineering Standards Manual (ESM) and the latest edition of the ADA Standards for Accessible Design (ADA). The Contractor shall furnish all labor, material, and equipment necessary to perform all operations for the various types of repairs and clean ups that is necessary during the course of making repairs and constructing various concrete. The location of the work is Citywide and the work will be assigned geographically whenever possible. Repairs or new construction assignments will have a specific Work Order written and payments will be made on a per work order basis. In general, the Scope of Work and the types of repairs involved will be as follows: a. Concrete: Remove and construct sidewalks, driveway aprons, curbs, curb ramps, crosswalks, etc. where assigned. b. Sod/Grass/Plant/Landscape: Replacement of Sod to the original state and possible landscaping. The Contractor agrees that at least 18% of the total dollar value of the contract on which the Contractor is bidding shall be subcontracted to Minority Business Enterprises; at least 6% of the total dollar value of the Contract on which the Contractor is bidding shall be subcontracted to Women-Owned Business Enterprises, unless these goals have been adjusted downward by the Compliance Official pursuant to Section 57.16. Such adjustments, if applicable, will be documented to you in the form of an addendum, otherwise the goals are as herein stated. At least 18% of the Contractor's work force shall be minorities; and at least 6% of the Contractor's work force shall be female or, if such levels are not achieved, the Contractor agrees to provide firm evidence of a good faith effort to meet the percentages, as more fully set forth in Part III below.
