Dorchester County is seeking the services of a qualified professional consultant to provide the County with a Comprehensive Animal Shelter and Animal Services Feasibility Study that supports the County commitment to public safety, animal welfare, and quality of life. The County intends to award the selected firm a Professional Services Contract. Background Dorchester County is comprised of the following cities/towns: Towns of Summerville, Ridgeville, Harleyville, St. George, Reeseville, Dorchester, and portions of the City of North Charleston and portions of unincorporated lands within the county. Dorchester County covers 568.4 square miles within the tri-county region of the low country region of South Carolina. Currently, Dorchester County provides animal control services within the unincorporated areas of Dorchester County, as well as the towns of Summerville, Ridgeville, Harleyville, St. George, and Reeseville, through its Animal Control Officers. The county is responsible for the administration and enforcement of Chapter 4 (Animals) of the Dorchester County Code of Ordinances with respect to public nuisances, animal welfare, and safety. Dorchester County contracts with Dorchester Paws, also referenced herein as the SPCA, having its facilities at 136 Four Paws Lane, Summerville, South Carolina 29483, for the purpose of providing animal shelter services for the County's needs, including adoptions, foster and rescue programs, and maintaining licensing for microchipping owner/surrender and other statistical information and software related matters. The demands on the Dorchester Paws Animal Shelter have been challenging based on its building being over forty years old, space limitations, and the need to accommodate future growth requirements. The County's primary concern is there be a positive investment for the County's rapidly growing community, one suitable for future years through 2050; there be a facility which is constructed to manage utilizing humane best practices, resulting in the highest live outcomes possible; there be a facility with adequate capacity for holding animals in a humane manner that promotes good health and safety, prevents the transmission of contagious diseases, and provides an adequate opportunity for each animal to find a permanent home with a responsible individual or family or transfer to another organization, shelter or rescue group.
