2025 Garden Valley Blvd and Stewart Parkway Pavement and Curb Ramp Improvements. Project Description: The proposed work consists of ADA improvements, pavement improvements and associated work in the City of Roseburg. ADA improvements will be completed on NW Garden Valley Boulevard from NW Eden Street to NW Highland Street and on NW Stewart Parkway from the US Bank entrance to Renann Street. A total of 29 curb ramps will be reconstructed at 11 corners. Approximately 5,400 SY of pavement will be replaced by 2" grind and inlay on NW Garden Valley Boulevard from 150 feet west of NW Eden Street to 25 feet west of NW Fairmount Street. Approximately 15,700 SY of pavement will be replaced by 2" grind and inlay on NW Stewart Parkway from 150 feet south of the US Bank entrance to Renann Street. Bids must be accompanied by a certified check, cashier's check, irrevocable letter of credit or Bid Bond in an amount equal to not less than ten percent (10%) of the total amount of the bid. Bidders must be pre-qualified in accordance with the laws of Oregon and the Information to Bidders at least ten days prior to the date of bid opening. Bidders must be licensed with the Oregon Construction Contractors Board and comply with City of Roseburg Municipal Code. TIME OF PERFORMANCE - LIQUIDATED DAMAGES. The Contractor shall commence work under this Contract upon receiving notification to proceed from the City. The Contractor agrees that the work under this Contract shall be completed within ninety (90) calendar days after notification to begin work. If the Contractor fails to complete the Project within the time hereinbefore mentioned, or in the extended time agreed upon, liquidated damages shall be paid to or withheld by the City at the rate of one thousand dollars ($ 1,000) per day until the Project is completed. It has been agreed that the damages arising from a delay in completion would be difficult to ascertain with any degree of accuracy, even after the Project is completed. It has also been agreed that the amount of liquidated damages specified herein is a reasonable forecast of just compensation for the harm that will be caused by a delay in completion of the Project. Any such sum which the Contractor may be obligated to pay under the terms of this Paragraph is paid as liquidated damages, and not as a penalty. A Bid Bond, Public Works Bond Filing Certification, Payment Bond and Performance Bond shall be provided as specified in Subsection 5.4 of the General Conditions. No waivers, special requirements or emergency provisions have been established for this Contract. *The value for this project is based on a financial range.
