The Scope of Work includes the construction for corrective action to be taken to the existing glycol treatment system (GTS) located at Long Island MacArthur Airport. The following modifications are included in the work to prevent or reduce the concentration of deicing fluid in the outfall: Modification 1: Replace or modify a weir structure thatisusedtodivertstormwatertotheGTStopreventorreduce stormwater leakage and bypass of the GTS to the extent practicable. Modification 2: Modify the controls of the GTS influent pumps to limit fluctuation in pumping rate and maximize the hydraulic retention time within the gravel bed to promote biological activity. Modification 3: Install control valves on the GTS supply lines to allow more uniform flow distribution within the gravel bed. Questions will be welcomed and answered through an addendum. Each bid must be accompanied by a Cashier's Check, Certified Check, or Bid Bond payable to the Town of Islip, in an amount equal to ten percent (10%) of the Total Bid Price. The successful bidder is required to furnish satisfactory Payment and Performance Bonds for the full amount of the Contract. The Town may make such investigations as deemed necessary to determine the ability of the bidder to perform the work. No bid shall be withdrawn for a period of one hundred and twenty (120) days after being publicly opened and read. In the event bids are rejected or no bids are received, the Department of Purchasing is authorized to re-advertise for bids. Bidders must be licensed by the State of New York. Bidders shall make a good faith effort to obtain Disadvantaged Business Enterprise (DBE) participation of five and one-tenth percent (5.10%) of the dollar value of the Contract in accordance with the New York State goals established by the grant. The Town reserves the right to reject any and/or all bids in whole or in part and to waive any informality in any or all bids, and to accept the bid or part thereof which it deems most favorable to the Town.
