The City of Minot reserves the right to reject any and all proposals. The City of Minot Public Works Department is requesting qualification submittals for design and construction architect/engineering services for the construction of a new water and sewer building at 1000 31st Street SE, Minot, ND. The work will generally include conceptual building layout plans, council presentations, architectural, mechanical, electrical, plumbing, plan drawings and specifications, cost estimating, project bidding and bid analysis, construction administration and inspection, building commissioning, and as-built drawings. The City of Minot is a Title VI community. Title VI assures that no person or group of persons may, on the grounds of race, color, national origin, sex, age or disability, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any and all programs or activities administered by the City. Respondents must also comply with Title VI requirements. The general scope of work is as follows: 1. Preliminary Analysis a. Obtain as-built information and prior reports from City records for review b. Perform preliminary surveys of the site c. Establish all base drawing line work and other information required to start design 2. Design a. Develop concept drawings for site and space layout of building b. Develop high level cost estimates based upon building conditions and space layout to determine design alternatives c. Present design alternatives to staff to choose which options should move into project design d. Based upon staff decisions regarding the design alternatives, design architectural, mechanical, electrical, and plumbing features e. Design security and technology plan f. Produce final cost estimates based upon final designs 3. Bidding a. Bid the project according to federal, state, and local bidding requirements b. Answer bid questions and issue addenda c. Assist city in opening bids, review and recommend bid alternatives to the city 4. Construction Administration a. Review contracts, bonds, and insurance requirements for conformance to project specifications b. Respond to RFIs, review, comment, and approve shop drawings c. Administer preconstruction conference d. Perform weekly site visits, inspections and meetings to ensure conformance to project specifications. e. Sub-consult and coordinate 3 rd party inspections and special inspections required for the project completion. No inspections will be included in the contractor's scope of work. f. Coordinate with the contractor and be present for startup and training of building systems. g. Review as-built submittal along with operation and maintenance manuals from the contractor to the city to ensure all requirements are met and project records reflect as-built conditions. Draft final record drawings and submit to city.
