Renovation of a municipal facility in Elkton, Maryland. Completed plans call for the renovation of a municipal facility.
Bids from prospective Bidders to demolish, replace, and expand the existing video surveillance and access control systems at the District Court of Maryland for Cecil County, as well as the addition of a separate video surveillance system covering the District Court Cashier's counter. Intent to Bid Due Date: May 22nd 2025, 4:30 PM EDT Questions Due Date: Apr 25th 2025, 4:30 PM EDT Intent to Bid Due Date: May 29th 2025, 4:30 PM EDT The Bidder shall provide all labor, equipment, materials, and supervision to demolish, replace and expand the existing video surveillance and access control systems at the District Court of Maryland for Cecil County as well as the District Court Cashier's counter as follows: 1. Furnish and install one (1) PC/Workstation in the DGS Office Space operating the surveillance and access control systems: a. Requirements: (1) Workstation shall unify the security systems using GENETEC Security Center Software. (2) Bidder shall provide and install all software required to run the GENETEC Security Center. (3) Required at workstation: i One (1) 43" monitor. ii One (1) wireless keyboard. iii One (1) wireless mouse. iv One (1) enrollment reader. v One (1) full motion wall mount. vi Location of PC/Workstation is outlined on Attachment 1. 2. Furnish and install a standalone, "turnkey", non-proprietary, digital based, video surveillance system for the building: a. Building Surveillance systems requirements: (1) Video System i All video surveillance devices and cameras shall be in compliance with NDAA section 889. ii Existing cable shall be replaced with Plenum rated Category 6 (CAT 6) cabling. iii Shall be designed using IP cameras and use GENETEC Security Center software. iv Components shall provide the Court with flexibility for expansion of up to one hundred (100) cameras, upon completion of installation. v Components shall be upgradable and swappable without requiring mass replacement of all components. vi Shall not have any connectivity to external networks or Judiciary IT networks. vii Monitoring and controlling shall only be available through the Bidder provided workstation and not allow any remote access. (2) NVR Shall: i Support eighty-one (81) cameras. ii Be compatible with GENETEC Security Center software. iii Be connected to the workstation/monitor in the room to allow direct viewing. iv Allow for a choice in settings for thirty (30) days of continuous recording on all cameras and to record on motion. (e.g., it may be set to record on motion at certain times during the day and continuously recording all other times.) v Have capability to automatically overwrite its oldest content to store new recordings. vi Have video recording compression at H.265 compression. vii Provide the Court with flexibility for expansion of up to one hundred (100) cameras, upon completion of installation. viii Be installed inside of a lockable A/V cabinet with room for Uninterruptible Power Supply (UPS) back-ups and NVR. (3) Cameras Shall: i Be vandal resistant, specifically able to withstand blows to housings and/or lens covers without interrupting the video. ii Support 16:9 video. iii Support minimum 30 frames per second. iv Support minimum of four (4) megapixel resolution. v Operate over a Power Over Ethernet (PoE) network. vi Use Plenum rated CAT 6 cabling for installations. vii Be from the same manufacturer (model). viii Be supported by the GENETEC Security Center. ix Be from one (1) of the following manufactures: 1. ACTi, 2. Axis Communications, 3. Bosch, 4. Hanwha Techwin (Samsung), 5. Mobotix, 6. Pelco, 7. Sony, 8. Speco, or 9. Vivotek. (4) Monitors shall be a minimum of 1920x1080 ("Full HD") resolution b. Demolition of: (1) Two (2) NVR devices in the DGS Office Space. (2) One (1) PC/Workstation in the DGS Office Space. (3) Two (2) monitors and wall mounts in the DGS Office Space. (4) One (1) PC/Workstation at the Garage Level Entrance Security. (5) One (1) monitor and wall mount at the Garage Level Entrance Security. (6) One (1) PC/Workstation at the Main Entrance Lobby Security. (7) One (1) monitor at the Main Entrance Lobby Security. (8) One (1) PC/Workstation in the Bailiff's Office. (9) One (1) monitor in the Bailiff's Office. (10) Thirty-five (35) existing cameras. (11) All existing cabling. (12) Equipment shall be left on site with the DGS Maintenance Supervisor. c. Installation of: (1) One (1) GENTEC NVR device connected to the PC/Workstation in the DGS Office Space. (2) One (1) PC/Workstation in the Bailiff's Office with accessto the surveillance system only. i Users shall not have capability to export video footage. ii Required at workstation: 1. One (1) 43" wall mounted monitor. 2. One (1) full motion wall mount. 3. One (1) wireless keyboard. 4. One (1) wireless mouse. 5. Location of PC/workstation is outlined on Attachment 1. (3) Eighty-one (81) security cameras: i Sixty-one (61) interior cameras. 1. Twenty (20) interior fixed view cameras in existing locations. a. Eight (8) cameras on the Ground Level - Building #1. b. Two (2) cameras on the Ground Level - Building #2. c. Nine (9) cameras on the First Floor - Building #1. d. One (1) camera on the First Floor - Building #2. 2. Twenty-eight (28) interior fixed view cameras in new locations. a. Ten (10) covering the Ground Level parking garage. b. One (1) covering Stair #1 on the Ground Level. c. Two (2) covering Elevator Lobby #2 on the Ground Level. d. One (1) covering the Main Entrance Lobby on the First Floor. e. One (1) covering Entry Lobby #2 on the First Floor. f. One (1) covering Stair #4 leading into Entry Lobby #2. g. Three (3) covering Elevator Lobby #4 on the First Floor. h. Two (2) covering Waiting area on the First Floor. i. One (1) covering Elevator Lobby #6 on Second Floor. j. One (1) covering Stair #3 leading to Elevator Lobby #6. k. One (1) covering P&P Lobby on Second Floor. l. One (1) covering Waiting area on Second Floor. m. Two (2) covering Elevator Lobby #7 on Second Floor. n. One (1) covering Stair #5 leading to Elevator Lobby #7. 3. Five (5) vandal proof corner mount cameras in the holding cells. Camera views must permanently block out restroom area. a. Two (2) inside of Ground Level holding cells. b. Three (3) inside of the First Floor holding cells. 4. Eight (8) interior fixed view cameras in the Courtroom Expansion Renovation Space. a. One (1) behind the Cashier's Counter (113) b. One (1) behind the Clerk's Counter (112) c. Four (4) covering the Vestibule (102) d. One (1) covering Corridor (120) e. One (1) covering the door leading to Corridor (123) ii Twenty (20) exterior cameras. 1. Three (3) exterior fixed cameras in existing camera locations. a. One (1) Pan-Tilt-Zoom (PTZ) camera shall be replaced with a fixed view camera and raised 10-12 feet to maximize view of the parking lot. b. One (1) fixed view camera shall be raised 10-12 feet to maximize view of the parking lot. 2. Three (3) exterior corner-mounted 360-degree Multiview cameras in existing camera locations. a. Cameras shall replace two (2) PTZ existing cameras and one (1) existing fixed view camera. b. Two (2) existing camera locations next to the 360 Multiview cameras shall be eliminated, and penetrations sealed. 3. Ten (10) exterior fixed cameras in new locations. a. Four (4) covering the South side of the building. b. Three (3) covering the North side of the building. c. Three (3) covering the East side of the building. 4. One (1) exterior corner mounted 270-degree Multiview camera in a new location on the South side of the building. 5. Three (3) exterior corner mounted 360-degree Multiview cameras in new locations on the North side of the building. iii Locations of cameras are outlined on the Attachment 1. (4) Six (6) monitors for viewing only: i Garage Level Entrance Security. 1. One (1) 43" monitor. 2. One (1) full motion wall mount. ii Garage Level Lockup Office. 1. One (1) 43" monitor. 2.
