The project includes boiler plant upgrades in lower level, complete elimination of all pneumatic controls and add alternate to eliminate an electric water heater. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within seven (7) days after the award of the contract. The certified check will be returned to the bidder as soon as bond and contract is signed, and if after seven (7) days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages. Performance and Payment Bonds for the full contract amount shall be required from the successful Bidder. Prequalification of bidders will not be required. Bidders to whom award of a Contract is under consideration shall submit to Architect, upon request, a properly executed AIA Document A305 Contractor's Qualifications Statement. No bidder may withdraw his bid within 30 days after the actual date of the opening thereof. Pursuant to Section 66.0903, Wisconsin Statutes, the minimum wages to be paid on the project shall be in accordance with the prevailing wage rate determination provided in the Bidding Documents. Owner reserves the right to reject any or all bids, waive or not waive any informalities in the bids received, and to accept any proposal which they deem most favorable to the interests of the Owner.
