Site work and renovation of a water / sewer project in Austin, Texas. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Preliminary bid results are available. The construction manager has been releasing bid packages/ GMPs. Each will be outlined with specific package descriptions. Construction has commenced on the first two bid packages. GMP #4, Design Package A for Floodwall, has been released for bidding. Please contact the construction manager directly for document access. The Walnut Creek Wastewater Treatment Plant (WWTP) receives wastewater flow from Austin Water's wastewater collection system. The plant was originally built in 1977. Over the years, the treatment plant has undergone numerous improvements and upgrades to modernize treatment methods as well as expand treatment capacity to 75 million gallons per day (MGD) with a 2-hour peak flow of 165 MGD. Treated plant effluent is discharged into the Colorado River. A portion of the treated effluent is used for non-potable water (NPW) on the plant site and supplies much of the City's Reclaimed Water program. This project will expand the plant to treat and discharge an annual average daily flow of 100 MGD and a 2-hour peak flow of 300 MGD. The expansion is needed based on projected future flows of wastewater into the plant, in accordance with the Texas Commission on Environmental Quality (TCEQ) regulations and the requirements of Texas Administrative Code. Additionally, the project will implement Biological Nutrient Removal (BNR) in both the existing and proposed facilities to meet more stringent effluent quality limits in the plant's discharge permit issued by TCEQ that will go into effect with the expansion. The project includes several distinct components: a new 25 MGD treatment train with BNR, upgrade of the existing treatment to BNR, new peak flow treatment, new influent siphons, new effluent pipe and outfall, and a flood wall around the site. Requirements to qualify for submitting a proposal are as follows: 1. Must follow the MBE/WBE Procurement Plan provided. If you cannot meet the MBE/WBE participation goals, then good faith efforts must be made, documented, and turned in with proposal. 2. Proposer must be financially capable and stable. Capability must be appropriate to the size and scope of the project. 3. Proposers must have a 5-year EMR that is less than 25% above the industry standard. 4. Proposer must submit certificates stating fair wages, non-suspension or debarment, and no wage theft. MBE/WBE Participation Goals are as follows: African American: 0.93% Hispanic: 2.65% Asian/ Native American 0.70% WBE: 0.96% The Notice to Proceed is expected January 22, 2026, with an estimated start date of February 23, 2026. Completion for this GMP, is expected April 6, 2028. However, all GMPS are expected to be completed by May 23, 2031. The value listed is that of the total project value.
