Respondents are instructed not to contact the initiating division directly. This provision exists solely for the convenience and administrative efficiency of Orange County. No respondent or other third party gains any rights by virtue of this provision or the application thereof, nor shall any respondent or third party have any standing to sue or cause of action arising there from. Critical clarifications may be made via addenda, however, untimely questions may not be considered. Question Deadline 06/04/2025 at 4:00 PM ET Orange County exercises the rights and privileges conveyed to it by the State of Florida, and the Orange County Charter. It presently operates with an elected chief executive officer, Orange County Mayor, and six elected district commissioners, who together comprise the Board of County Commissioners. A Bid, Payment and Performance Bond are a requirement when the offer/contract amount exceeds $100,000. Respondents shall attach an electronic copy of their bid bond for responsiveness. Submission of the bid bond, along with a certified and effectively dated copy of the power of attorney, shall be completed and signed by all required parties and submitted on the form provided in the solicitation. Submittal of a bid bond less than 10% of the total estimated contract amount for base period, shall result in the bid being deemed non-responsive. ROADWAY SCOPE The proposed project includes the reconstruction of Ficquette Road from south of Summerlake Park Blvd. to south of Ingelnook Drive. The existing 2-lane rural roadway will be improved to a 4-lane divided urban facility with a paved trail on one side and a sidewalk along the other side. The project includes a roundabout at the Summerlake Park Blvd intersection and traffic signals at Fire Station 44, New Independence Parkway and the Deputy Scott Pine Community Park entrance. Milling and resurfacing of the existing pavement north of Ingelnook Drive and along Summerlake Park Blvd is required to remove existing transition striping. improvements, including the construction of two ponds, are a part of this project. The project length is approximately 13,186 linear feet (2.497 miles). UTILITY SCOPE This project includes the replacement of approximately 10,900 lineal feet of the County's existing force main with new force main ranging in size from 4-inch to 24-inch, approximately 11,505 lineal feet of the County's water main with new water main ranging in size from 8-inch to 20-inch, and approximately 9,696 lineal feet of the County's reclaimed water main with new reclaimed water main ranging in size from 4-inch to 24-inch along the project corridor. The project limits are along Ficquette Road from just south of the intersection with Summerlake Park Boulevard and extending north to approximately 790 feet south of the intersection with Ingelnook Drive. The project area also includes Summerlake Park Boulevard to approximately 850 feet west of the Ficquette Road intersection. The Ordinance also addresses minority/women group employment levels setting goals to encourage each Bidder to maintain 18% minority and 6% women employees The overall goal for all bids (inclusive of all additive and deductive alternates) is 13% (thirteen percent) participation of the contract value for this contract for M/WBE subcontractors and suppliers. Upon Contract award the Contractor must meet the M/WBE expenditure required by the Contract.
