RFQ Construction Manager at Risk - Newtonville Commuter Rail Station Accessibility Improvements Question Deadline 06/02/2025 The Massachusetts Bay Transportation Authority (the "MBTA") here-by solicits Request for Qualifications (RFQ) for Firms interested in providing Construction Management at Risk (CMAR) Services for the Newtonville Commuter Rail Station Accessibility Improvements (the "Project") located in Newton, MA under MBTA Contract No. A72CN02. MBTA will evaluate submitted SOQs based upon the identified evaluation criteria in order to create a shortlist of firms and only those respondents shortlisted will be invited to submit a Proposal in response to a detailed RFP which will be issued in the second phase of the procurement process. The project delivery method for construction will be CM at Risk with a Guaranteed Maximum Price ("GMP") under M.G.L. c. 149A. Interested firms shall demonstrate they have prior experience as a CM, including any M.G.L. c. 149A experience, as well as experience in projects of a similar cost, complexity, type, and size as this Project as it is described in the RFQ. Project History Train service to Newtonville was first established in the 1840s by the Boston and Worcester Railroad. The current Newtonville Station was built in the 1960s as part of the Massachusetts Turnpike construction. 2. Existing Conditions – Proposed Site Location The current station is a single side low-level asphalt platform. The platform is located on the highway side of the tracks with a barrier wall separating the platform from the highway shoulder. The station is recessed from the adjacent road traffic and is accessible by stair access from the Walnut St. Bridge and Harvard St. Bridge. The only station structure is a partial canopy. The new station will be built on the west end of the existing station. 3. Project Purpose The purpose of this project is to build a fully accessible station that meets the operational goals of the MBTA. 4. Project Scope Work consists of the reconstruction of the Newtonville Commuter Rail Station located on the Worcester Line to meet current accessibility requirements. Specifically, the proposed project will include installation of retaining walls necessary to accommodate a new station.. Additionally, the work entails the construction of four hundred (400) foot side platforms including drilled micropile foundation, four (4) electric traction elevators tying both platforms to proposed Washington Street entrance and both vertical and horizontal adjustment to track within proposed station footprint.
