The City of Waynesboro, Virginia is requesting sealed bids for construction services to construct a marked and signed ADA/PROWAG compliant pedestrian crossing of Port Republic Road north of Fontaine Street and a sidewalk connection along the north side of the Rosenwald Community Center to tie to the mid-block crossing. Bids shall be accompanied by a bank cashier's check or Bid Guarantee Bond issued by a surety licensed to do business in the Commonwealth of Virginia in the amount of not less than five percent (5%) of the total amount of the Base Bid made payable to the Treasurer of the City of Waynesboro, Virginia, and subject to the conditions provided in the Instructions to Bidders. The successful Bidder shall execute four (4) copies of the Agreement and furnish satisfactory Performance Bond, Labor and Material Payment Bond, and necessary certificates of insurance within fifteen (15) days after Notice of Award. The City reserves the right to reject any and all bids, in whole or in part, to waive any informality, and to delete items prior to making an award. The City reserves the right to discard all bids which are nonconforming, non-responsive or conditional. A Bid Request may be canceled or rejected. The reasons for cancellation or rejection shall be made part of the contract file. A public body shall not cancel or reject a Bid Request pursuant to this section solely to avoid awarding a contract to a particular responsive and responsible bidder.
