June 2025 Project Duration 3-year continuing contract, with a 2-year optional renewal Online Q&A Yes Q&A Deadline 05/26/2025 6:00 PM (EDT) The Central Florida Tourism Oversight District (herein after "District", "Owner" and "CFTOD") is a Special Taxing District that serves as a local government entity. The District is responsible for its public infrastructure including, but not limited to roads, bridges, and water control system. As part of maintaining the infrastructure, the District is seeking the assistance of an experienced contractor to provide asbestos testing and/or abatement services on an as-needed and emergency basis for a three-year continuing contract term. Typical items of work may include, but are not limited to: comprehensive asbestos surveys (including limited, renovation, or demolition-specific assessments); sampling and analysis of suspect materials (such as thermal system insulation, flooring, ceiling materials, mastics, and surfacing materials); air monitoring and clearance testing (phase contract microscopy or transmission electron microscopy methods); preparation and submission of survey and abatement reports; abatement activities such as removal, encapsulation, or enclosure of asbestos-containing materials; setup and maintenance of containment systems; deployment of negative air machines; proper labeling, handling, and disposal of asbestos waste in accordance with federal, state, and local regulations. Contractor must be prepared to provide and coordinate all necessary qualified support resources, including certified asbestos supervisors and workers; licensed and accredited laboratories, that are certified and approved through the State of Florida Department of Health, independent third-party air monitoring technicians, and industrial hygienists. Contractors may also be required to assist with regulatory notifications and provide emergency response services for unplanned or minor asbestos releases or remediation needs. All work must comply with applicable Occupational Safety and Health Administration ("OSHA"), National Emission Standards for Hazardous Air Pollutants ("NESHAP"), Environmental Protection Agency ("EPA"), Asbestos Hazard Emergency Response ("AHERA"), and state-specific asbestos regulations, and support the operational and safety requirements of the District. Contractor shall provide labor, materials, equipment, supervision, transportation, tools and all other things necessary to perform typical items of work that may include, but are not limited to the following types of services. Contractor should indicate clearly in their proposal the services they can accomplish on this list. Insulation removal and testing on piping systems and testing for asbestos gaskets in piping systems Asbestos abatement (including monitoring/supervisory services) Asbestos survey services Asbestos sampling and testing services NOTE: This work has potential to be at heights, or within confined spaces. The contractor must be capable of doing both. In addition, this contract shall serve to provide the District with emergency response defined as having workers on-site within 2 hours of notification by the District. The specific scope of work shall be set forth in individual Task Authorizations issued by the Owner. The basis of award will be all contractors scoring a 90 or higher on the evaluations. Contractors may propose as an asbestos survey and testing company, an abatement contractor, or both. Florida Statute 287.05701- Pursuant to Florida Law, the District may not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor, or give preference to a vendor based on the vendor's social, political, or ideological interests. ANTI-LOBBYING/COMMUNICATION WITH DISTRICT STAFF AND OFFICIALS: To ensure fair consideration for all Bidders, the District strictly prohibits any communication, whether or not written, verbal, or through a third party, relative to this solicitation with any department, District official, District Board member, or employee during the active bid process, except inquiries directly made to the Procurement Department, or as provided in the protest policy.
