Written questions must include: the individual's name, firm name, e-mail address and must reference IFB No. 10A2768 The services shall be performed in District 10 at the Long Barn Maintenance Station (MS) Office Building 1 and Shop Building 3 25860 Sugar Pine Drive Long Barn, CA 95335 1) Office Building (Building 1) - Men's Bathroom (approximate floor area=108 sq ft; Wall height=8 ft) One (1) urinal. a) Contractor shall remove and legally dispose of the following existing items: i. ii. iii. One (1) toilet. Two (2) sinks. iv. Two (2) mirrors. v. One (1) toilet partition door. vi. Two (2) grab bars. vii. Two (2) soap dispensers. viii. One (1) light switch. ix. Bathroom vinyl flooring material (approximately 50 sq ft). 4) Contractor shall seal all cracks and apply an epoxy vapor barrier primer with a polyaspartic urethane topcoat with epoxy flakes to floor and five (5) feet high on walls. Flakes color shall be of Caltrans Contract Manager's choice. 5) Contractor shall paint all interior walls with moisture-resistant paint. Contractor shall apply a prime and sealant and paint to walls. 6) Contractor shall clean existing floor to remove and legally dispose of remaining paint on floor. 7) All newly installed bathroom vinyl flooring material shall cover entire floor area and extend at least 4" above floor level. Contractor shall use Luxury Vinyl Plank (LVP), or equivalent, at least 0.080 inches thick with heat-welded seams. 8) Contractor shall shut off water supply to sinks, urinals, and toilets, and disconnect plumbing connections. 9) Contractor shall disconnect drains and supply lines. 10) Contractor shall connect plumbing to new sinks, urinals, and toilets (drain and supply lines). 11) Contractor shall inspect and ensure there are no leaks, and the sinks, urinals, and toilets are properly draining. 12) Contractor shall clean and clear plumbing pipe(s) to restore the draining functionality and repair or replace, if necessary. 13) Contractor shall inspect plumbing iron pipe(s) for blockage, leaks, corrosion, cracks, or damage. Contractor shall also check for loose or improperly installed components such as pipes, fittings, or seals. 14) Contractor shall remove any blockages or build up and or clear p-trap drainage lines. Remove any grease, debris, and corrosion from the pipe. 15) Contractor shall use necessary equipment such as plumbing snake, auger, or hydro- jetting tools, etc. 16) Contractor shall ensure sinks, urinals, and toilets are properly secured, sealed, and connected to existing plumbing. 17) Contractor shall secure and reassemble all components to make sure these are functioning properly. 18) Contractor shall test drainage to ensure proper drainage and flow of water. 19) Contractor shall restore any drywall to its original condition, including paint match or other finishings. This includes patching holes, repairing cracks, and ensuring a smooth finished surface. 20) Contractor shall dispose of any waste materials in accordance with local regulations. Contractor shall dust and remove any debris to ensure safe work environment. B. HVAC (Refer to Attachment 4, HVAC Units) 1) Office Building (Building 1): a) Contractor shall remove and legally dispose of the following existing items: i. ii. iii. One (1) Kenmore wall mounted unit. Model # 25372055200. One (1) Goodman Gas Furnace. Model # GMP150. One (1) Williams Wall Furnace and its wall thermostat. Model # 400DVILPG. b) Contractor shall furnish and install three (3) new HVAC units at the Office Building (Building 1). All installed items shall be in kind to the existing units, or better. All installed HVAC units shall be placed in the same locations as the existing units. 2) Shop Building (Building 3): a) Contractor shall remove and legally dispose of the following existing items: i. One (1) Vented Wall Furnace Unit and its wall thermostat. Model # 1417-S. ii. iii. Two (2) Reznor Century ceiling units. Model # 5KCP39FGDD705S. One (1) LG wall mounted unit. Model # LW8016ERY7. b) Contractor shall furnish and install four (4) new HVAC units at the Shop Building (Building 3). All installed items shall be in kind to the existing units, or better. All installed HVAC units shall be placed in the same locations as the existing units. 3) If existing power supply and control wiring is present, Contractor shall use what is existing. If it is not, Contractor shall install and connect power supply and control wiring. 4) Work shall include, but not be limited to, installation of HVAC System/Components: a) Large Tonnage/Commercial HVAC (up to 20 tons) equipment b) Variable frequency drives (VFDs) c) Centrifugal chillers d) Packaged HVAC (including roof top units) and systems. e) Swamp coolers f) Air handlers g) Warm-air heating h) Water heating i) Heat pumps j) Heating or cooling appliances k) Plenum chambers l) Ducts m) Exhaust fans relating to HVAC n) Registers o) Flues, UV lights p) Humidity and thermostatic controls q) Air filters, air grilles, belts, and screens in connection with any HVAC systems r) Warm-air HVAC systems which utilize solar energy s) Water boiler equipment for low emission Air Quality Management District (AQMD) standards t) HVAC control systems, thermostats, dial-timers, and control networks u) Condenser coil, blower motor, fan blade, bearing (lubricate if required), capacitors. v) Packaged and split system HVAC equipment (mini split) w) Ventilation, make-up, and evaporative air units x) Condenser pumps, cooling towers, and chilled, condenser, steam, gas, and water pipes y) Compressors, pumps, chilled water lines, water lines, controls, and meters z) Water treatment systems and filters aa) Drain pans, drain lines bb) Operating inspections cc) Equipment overhauls dd) Compressor rebuilds ee) Sensors ff) Freon 5) Contractor shall notify Caltrans Contract Manager prior to performing any "hot" work, including but not limited, to the use of gas torches, soldering irons, or any open flame devices. a) Contractor shall have a fire prevention plan always including proper fire prevention (extinguisher) in place when performing hot work. b) Fire extinguisher equipment shall be provided at no extra cost to Caltrans. c) If Contractor fails to inform Caltrans Contract Manager of hot work, Contractor shall be liable for all damages resulting from failure to inform Caltrans Contract Manager of hot work that causes a fire alarm and/or building evacuation, which results in a stop work loss and/or bodily injury. d) Contractor shall be responsible for any costs, fees, or fines associated with fire alarms resulting from failure to inform Caltrans Contract Manager of hot work. 6) Contractor shall perform system start-up and instruct site personnel on operation or maintenance of new systems or equipment, as necessary. 7) No additional compensation shall be paid for specialized equipment (whether owned or rented). No move-in/move-out will be paid on equipment or vehicles (whether owned or rented). C. Roof (Refer to Attachment 5, Roof) 1) Contractor shall perform complete roof material replacement and upgrades at the Office Building (Building 1). Projected vertical roof area is approximately 2,600 sq ft. 2) Roofing materials shall be replaced in-kind unless otherwise directed by Caltrans Contract Manager. 3) Contractor shall expose, remove, and legally dispose of the existing damaged roofing system, if needed, insulation, rain gutters and downspouts, and roof extrusions. 4) Contractor shall prepare the substrate, furnish and install roof system, rain gutters and downspouts, fasteners, roof ventilation, and other materials which are required to prepare work area, to construct a new roof with a complete waterproof assembly meeting the performance requirements specified herein. 5) Storm-water requirements shall be always met by Contractor for the duration of the Agreement. 6) Contractor shall clean and/or repair gutters, as necessary to complete roofing work. 7) Contractor shall carefully remove the existing roofing system so that no damage occurs to the supporting roof deck, joists, fascia, or any other part of the building. Damage caused by Contractor during the roof removal shall be replaced with like material of equal or better quality at Contractor's expense, which shall include the same section depth, lip width, and gauge thickness of the member damaged. 8) Existing rot or water-damaged sheeting or decking shall be replaced with in-kind materials and shall be the same section depth, lip width, and gauge thickness of the member damaged. 9) The new roof system shall have a 30-40-year warranty, shall match the existing color, and shall be subject to Caltrans Contract Manager's approval. No work shall begin prior to Caltrans Contract Manager's written approval. 10) The new turbines, attic vents, aluminum rain gutters, rigid insulation, flashing metal, fascia board, and down spouts shall be replaced with same quantities and to equal or better than industrial standard based on building code requirements. 11) Contractor shall apply temporary protection, such as tarp or plastic covering and anchoring such material with wood lath nails, staples and/or fastening devices to ensure that the structure shall be watertight until roof repairs can be made. Plastic sheathing shall not be less than six (6) millimeters (mil) thick. 12) Caltrans Contract Manager will approve replacement materials and any work that may be required to repair hidden defects below roofing layer, including, but not limited to, sheathing or roof supports prior to installation of the replacement materials. 13) Contractor shall install single-ply sheet membrane roofing and base flashing that when installed shall remain watertight, and shall withstand wind loads, building movement, thermally induced movement, and exposure to weather without failure. 14) Contractor shall remove and replace dry-rotted sheathing, planking, shiplap and/or fascia, only after obtaining Caltrans Contract Manager's written approval. Contractor shall replace with materials of equal or better quality as far as dimension and original quality. If the new materials are exposed, they shall be primed and painted to match existing building colors. The actual quantity of unforeseen work, as approved in writing in advanced by Caltrans Contract Manager, will be paid at the line-item unit bid price in Attachment 1, Bid Proposal. 15) Immediate Response Prep Work: Contractor shall place tarps on roof until repairs are completed. Tarps must be in place within four (4) hours of notification by Caltrans Contract Manager. 16) High Priority Prep Work: Contractor shall place tarps on roof until repairs are completed. Tarps must be in place within four (4) hours of notification by Caltrans Contract Manager. 17) Contractor shall examine substrates, areas, and conditions, for compliance with the following requirements and other conditions affecting performance of roofing system. Verification shall be made that: a) Roof openings and penetrations shall be in place, set and braced and that roof drains are securely clamped in place. b) Wood blocking, curbs, and nailers shall be securely anchored to roof deck at penetrations and terminations and that nailers match thickness of insulation. 18) Pre-Job Meeting: After approval of submittals, and prior to installation of any roofing materials or performing any associated work, Contractor shall convene a pre-roofing conference with the installer, membrane roofing manufacturer, and Caltrans Contract Manager. The pre-roofing conference shall establish work hours, material storage, inspections, material colors, manufacturer inspections, manufacturer representative visits, and any other issues that may be pertinent to the job. Discussions and agreements shall be documented, and copies furnished to each participant. Contractor shall provide advance written notice of the pre-roofing conference to each participant at least seventy-two (72) hours in advance. 19) 1A-60 Testing and Field Seams: Contractor shall provide inspection and testing of the field seams to assure manufacturer's quality requirements are maintaining throughout the installation period. Each field seam, including expansion joints, shall be one hundred percent (100%) inspected, and a written report prepared by the single-ply membrane manufacturer shall be submitted for review by Caltrans Contract Manager prior to final acceptance. 20) General: The new roof shall prevent the passage of water, and shall resist specified uplift pressures, thermally induced movement, and exposure to weather without failure. Roofing materials shall be compatible with one another under conditions of service and application required. 21) Fire Safety: The new roof shall comply with ASTM E 108 Class 1A or UL 790 Class A classification and shall be listed as part of Fire-Classified roof deck construction in the UL RMSD or Class I roof deck construction in the FM P7825. UL approved components of the roof covering assembly shall bear the UL label. 22) Wind Uplift: The new roof shall be rated Class 1A-60 in accordance with FMP7825 and shall be capable of withstanding an uplift pressure of ninety (90) pounds per square foot.
