Question Deadline 06/18/2025 at 3:00 PM PT Only written inquiries will be accepted: California Department of Transportation Division of Procurements and Contracts 1727 30th Street Sacramento, California 95816-7006 Attention: Denetia Floyd-Smith, Contract Analyst e-mail: denetia.smith@dot.ca.gov Project Opportunity The Project is located on Route 24 in the City of Orinda and Berkeley from Post Mile R5.8/R6.2 in Alameda County to Post Mile R0.0/R0.6 in Contra Costa County. The project proposes to rehabilitate the Caldecott Tunnel Bores No. 1, No. 2, and No. 3. The project would preserve the structural integrity of the tunnels, improve ventilation performance and firefighting operational response, and extend the service life of the tunnels. A more detailed description of the Project is contained in Appendix A. The estimated cost of this CMGC Project (in 2027 US dollars) is $200,652,000 for construction capital and $28,000 for Right of Way capital (including utility relocation). The Department's goals for the Project are: a) Safety: No lost time injuries for the Department and CMGC Contractor employees, and no accidents involving the public during construction of Project. b) Mobility: Minimize planned impacts to the traveling public, businesses and emergency services; no unplanned events that adversely affect the public; maintain access to all modes of transportation; and maintain proper signs and delineation during construction. c) Quality: Deliver a completed facility using high quality materials and workmanship. d) Public Interaction: Minimize impacts to quality of life such as dust, noise, road closures and elimination of parking, and always provide accurate and advance information to the public. e) Environmental Compliance: Meet or exceed all environmental commitments identified in the environmental document. Acknowledge the uniqueness and sensitivity of the Project area and continually strive to minimize environmental and cultural impacts to historical tunnels. f) Project Delivery: Complete the Project from design through construction with all lanes to open traffic without further impacts to the traveling public by December 2029. g) Innovation: Use the expertise of the Project team to continually evaluate the design and construction methods to reduce costs, shorten schedule, and deliver a quality Project. h) Proactiveness/Risk Management: Work collaboratively with the Project team to continually re-evaluate Project risks, through all phases of the Project. Strive to minimize risks through careful mitigation measures. i) j) Development & Maintenance of Partnerships: Work cooperatively with the Project team and, at the direction of and in coordination with Caltrans staff, external stakeholders. Communicate effectively with all partners and strive to understand different perspectives and shared goals. Governmental Requirements: Work with Project team to incorporate and meet local, county, state, and federal requirements Please refer to the RFQ for goal requirement and attachments for licensing requirements for this contract. Unfortunately, the Department does not have a plan holders list of available proposers, nor does it have a way of identifying companies or entities that may have downloaded the project documents for teaming purposes. It is the responsibility of the consultants/subs/vendors to identify teams that may be submitting an Statement of Qualification_s. The Department will allow the use of text with font size smaller than 12-point for only charts, tables, exhibits, and other illustrative and graphical information.
