The bid deposit or bid bond of the successful bidder will be held until the contract has been executed and all required insurance and bonds are submitted and accepted by the Village. Bid deposits or bid bonds of the unsuccessful bidders will be held until the successful bidder has executed the contract or all bids rejected. The Village of Scarsdale reserves the right to reject any or all proposals, or to waive any informality in the proposal, as deemed advisable in the interest of the Village. Bidders may obtain copies of the Information for Bidders, Form of Proposal, Plans and Specifications at the Engineering Department, located on the second floor in the Scarsdale Village Hall. The Heathcote Road Bridge was built in 1910 and carries traffic traveling along Heathcote Road (a local Village of Scarsdale roadway) over the Heathcote Bypass. An original Railroad right-of-way, the Heathcote Bypass is now owned by the County of Westchester and connects New York State Route 125 at two separate locations (Weaver Street and Palmer Avenue). Heathcote Road connects New York State owned roadways the Village of Scarsdale; NYS Route 22 (Post Road) and NYS Route 125 (Weaver Street). New York State Department of Transportation (NYSDOT) records indicate that the Village of Scarsdale is the owner of the Heathcote Road Bridge. The bridge is inspected biennially by the NYSDOT bridge inspection team and is identified as BIN2265300-01 in the State's bridge inventory database. The Village recently completed rehabilitation work to the Heathcote Road bridge in 2024 which including structural steel repair, concrete repair to abutment walls, pedestals, bearing pads and expansion joints. Included in the scope of work was limited steel painting for areas where structural steel repairs were made. The scope of this project is for the full preparation and painting of the full steel substructure. Under contract 1327, the Village will be securing the services of a qualified bridge painting contractor to complete all of the steel preparation and painting as identified in the project plans and specifications. The estimated quantity of preparation and application of bridge paint is approximately 22,960 square Feet. The selected Contractor shall be responsible for securing the work zone and protecting all existing adjacent areas from damage. The Contractor(s) shall provide all of the necessary equipment, work, labor, and materials to complete the work as specified including the rehabilitation paint work, furnishing of materials, proper handling and disposal of waste materials, staging of equipment, traffic control devices and compliance with all regulatory agencies that govern such work. All products for intended use shall be submitted to the Village of Scarsdale for approval before starting work. Contractors submitting bids must respond in writing to all of the requirements of this solicitation for bids and they shall provide a detailed reference sheet(s) to demonstrate their qualifications in this form of work. The work involved within this contract shall be performed in a safe and workmanlike manner by a licensed Contractor possessing all of the necessary manufacturer's qualifications, training, and authorizations.
