Direct all inquiries concerning this RFP to: Amy Hall Public Utilities Project Manager Email: ahall@cumberlandcountync.gov Phone: 910-678-7637 The County of Cumberland requests proposals from qualified firms to provide On-Call Utility Services at no immediate or annual cost to the County. The County intends to enter into two (2) stand-by contracts with a firm to provide the services contained within this RFP. Most services will be for scheduled repairs. One contract will be with a "Primary" contractor and the other with a "Secondary" contractor. The "Primary" contractor will be on a first contact basis for emergencies that may require utilities services. The "Secondary" contractor will serve as a backup to the Primary for any emergency that may be of a scale larger than one company would be capable and equipped to handle. The County will reserve the right to decide when and if the "Secondary" contract will be activated. Contractors will be provided a mobilization upcharge for emergency callouts. While cost may be one of a number of considerations used in selecting a firm, the qualifications and competence of the firm will be the paramount consideration in the selection process. Cumberland County's Solid Waste consists of the Ann Street Landfill Campus and the Wilkes Road Compost Facility. The Ann Street Landfill Campus has its own leachate collection system consisting of 8" gravity sewer and two duplex pump stations. There are also private water mains on the property. The leachate and gas system consist of HDPE pipe. Cumberland County Public Utilities consists of four water and sewer districts: o NORCRESS, which consists of sanitary sewer, 8" to 15", and four existing pump stations and force mains. It serves the Godwin, Falcon, and Wade area. o Southpoint, a water distribution system in southern Cumberland County with appropriately 84 customers. o Kelly Hills, a sewer distribution system in the Linden area with approximately 200 customers. o Overhills, a sewer distribution in the Spring Lake area with approximately 317 customers.
