All questions, requests for clarification, and submittal procedures, requirements and selection procedures concerning this RFP are to be submitted no later than 4:00 pm on Monday, June 9, 2025, via Online portal The Housing Authority of the City of Sacramento is soliciting for a qualified and experienced consultant to conduct onsite inspection and risk assessment of Public Housing units for the presence of lead contamination. Central City; Marina Vista; Alder Grove; and The Mill Due to the nature of this location and project, please do not visit the site at any other time than during scheduled site visits. The Consultant is to conduct inspection and assessment surveys for the assigned properties (956 units) and perform testing to determine the presence and extent of contamination by hazardous substance lead. A final report will then be issued detailing the inspection and testing performed, the results analysis and specifications and plan for abating the contamination including monitoring. Additional clearance testing on units where abatement or encapsulation has occurred. 4.2. Lead Based Paint Inspection and Evaluation The scope of work for this project shall consist of the evaluation of the presence of Lead-based paint and/or lead hazards from paint, dust, or soil in several of the Agency's Public Housing communities constructed prior to 1978, which comprise a total of 956 dwelling units of various sizes. Tasks shall include, but not be limited to: performing inspections using a statistically valid sampling of units and building components within units based on the size of the property and construction history, drafting risk assessments to determine proper remediation activities, and performing clearance testing of lead hazard control work performed by the Agency's remediation contractor(s). Risk assessments and inspections must be in compliance with EPA regulations at 40 CFR Part 745 and the HUD Guidelines, as described in Chapters 5 and 7. (ATTACHED) "Lead-based paint inspection" is defined herein as: a surface-by-surface investigation to determine the presence of lead-based paint and the provision of a report explaining the results of the investigation. Note that lead-based paint inspections must be performed by EPA- or State-certified Lead-Based Paint Inspectors or Risk Assessors, and shall include calibration at required intervals of any X-ray fluorescence (XRF) or other equipment used, testing as required of all painted surfaces, and where applicable, XRF results downloaded directly from the equipment. 4.3. Minimum Qualifications Work involving the above mentioned duties must be performed by qualified personnel as described below. Certified Industrial Hygenist Lead Inspector/Assessor The contractors performing the abatement work will be responsible for understanding and properly applying the recommendations of the Consultant's abatement specifications, and ensuring proper worker protection is being utilized on the work site. The Consultant must be reasonably available, provide timely services, review remediation contractor's work and provide close-out documentation. 4.4. General Contract Performance Requirements The consultant shall meet all of the following general requirements: Adhere to all Federal, State and Local Regulations and Guidelines. Hold and maintain all appropriate licenses and certifications throughout the full term of the contract. Maintain proper insurances throughout the entire contract term. Perform all requested tasks in a professional and timely manner. 4.5. Scope of Work All work assignments shall be initiated by an electronically transmitted Work Order Request (see Attachment A), by SHRA's representative. 1. Inspections/assessments/surveys: a. Inspections/assessments/surveys for lead-based paint hazards shall be performed by persons who are current State of California DHS Certified Inspector/Assessors. b. Unit inspections/assessments/surveys shall include all of the following: _ A visual inspection of the unit or applicable portions of the unit for suspect lead-containing hazardous materials. _ XRF and/or physical sampling and laboratory analysis of any suspect materials found with presence of lead-based paint in accordance with HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing - Chapter 5 and 7 - Lead-Based Paint Inspection. 2. Inspection/assessment/survey reports: LEAD survey reports shall be prepared by the Consultant and provided to the SHRA project manager electronically in PDF form. The report shall include: _ A detailed description of all areas of the unit sampled; _ A diagram/footprint of all areas of the unit sampled; _ Laboratory analysis results of all areas of the unit sampled; _ Date of inspection/assessment/survey; _ Name, signature and certification number of the inspector; _ Lead reports shall include a completed copy of the mandatory DHS-8552 Lead Hazard Evaluation Report. 3. Technical specifications: Technical specifications shall be required for the specified work as they apply to the specific project. These specifications shall be made a part of the Consultant's final reports, which shall be included in the solicitation of bids for abatement/encapsulation work. 4. Monitoring of lead and abatement and/or control measures: On-site monitoring of encapsulation or abatement and/or control measure work shall be performed on an as-needed basis. _ The Consultant shall be responsible for coordinating with SHRA's designated encapsulation/abatement contractor in developing the monitoring schedule. _ The Consultant shall submit documentation for monitoring (field reports) to the project manager. 5. Final clearances: Final clearances for lead encapsulation or abatement and/or control measures shall be required upon completion of the work. _ The Consultant shall be responsible for coordinating with the SHRA designated abatement contractor to schedule for clearances. _ Final clearance documentation shall be submitted to the SHRA representative electronically. This documentation shall include a complete laboratory analysis report submitted by the laboratory. 4.6. Reporting and Recording Keeping Requirements Final reports shall be submitted to SHRA, and shall include results of the inspection/assessment surveys, remediation recommendations, technical specifications, and a monitoring plan (as needed) as outlined above in the Scope of Work section.
