Norton Creek I&i Rehabilitation Part C - Police Club Lift Station The Work Consists Primarily of the Relocation of Saraland's Police Club Lift Station. Location: This project is located at the east end of Commerce St. in Saraland, Alabama. B. Description of Work: It is the intent of this project to relocate Saraland's current Police Club Lift Station to the East end of Commerce St. by the following methods: 1. Construct the new lift station on the East end of Commerce St. as shown in the project plans. 2. Obtain all necessary permits in order to complete the construction of the replacement lift station. The Owner has submitted the permitting for City of Saraland, ALDOT Right-of-Way Encroachment, the City of Saraland, AL Land Disturbance, and US Army Corps of Engineers. The Contractor shall read and adhere to all permit requirements and provide the necessary bonds and insurance to the City of Saraland. 3. The Contractor shall employ the services of a professional land surveyor licensed in the state of Alabama to locate the property corners, rights-ofway and existing utilities prior to beginning construction. This is a subsidiary obligation of the unit prices bid. 4. Coordinate with Alabama Power, Spire Energy and Saraland Water and Sewer System to extend services to the lift station site. 5. Install and maintain traffic control when needed and remove at the appropriate time. 6. Install erosion control, maintain and remove as necessary. The Contractor shall develop an erosion control plan and provide the plan in a submittal. This is a subsidiary obligation of the unit prices bid. 7. Install all required piping, fittings, valves, manholes, and associated B-4 appurtenances in accordance with the Project Plans and Specifications. 8. Install new fiberglass wet well and all associated piping and accessories. 9. Install the pumps and all associated electrical components. 10. Install new emergency generator with ATS. 11. Install all electrical, instrumentation, and controls to work as one fully operational system for all items shown on the project plans. All items required to make all equipment operate for full use by the Owner shall be included in the lump sum price for each lift station site whether or not shown on the plans. 12. Install fencing in accordance with the Project Plans and Specifications. 13. Complete restoration of access and right-of-way areas in accordance with Project Plans and Specifications and Corps permit, where necessary. 14. Perform all testing in accordance with these specifications, Owner's Standards, City permitting, and ALDOT. This is a subsidiary obligation of the various unit bid items. 15. Abandon existing Police Club Lift Station and piping once new lift station flows have been diverted to the new lift station and the new lift station is fully is operational. All Bids Must Be Submitted on a Numbered Set of Plans and Specifications Obtained From Volkert, Inc. As Described in the Instructions to Bidders. Copies of the Plans and Specifications for Bidding Purposes May Be Obtained From Volkert, Inc. Upon Payment of $75.00 Per Set to Volkert, Inc., to Cover the Cost of Printing, Reproduction, Handling and Distribution and Will Not Be Refunded. No Plans and Specifications Will Be Issued Later Than Twenty-four (24) Hours Prior to Bid Submission Time. The Bidder's Alabama State Contractor's License Number and Discipline Shall Be Included on the Envelope. Any Contract Awarded Under This Invitation for Bids May Be Paid for in Whole or in Part With Grant Funding From the Gulf Coast Ecosystem Restoration Council ("restore Council", Also "council") and the Alabama Department of Conservation and Natural Resources ("adcnr") Under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (Restore Act). Any Contract Resulting From This Solicitation Will Be Subject to the Terms and Conditions of the Funding Award, the Restore Council Financial Assistance Standard Terms and Conditions, Including Any Special Award Conditions, the Standard Sub-award Terms and Conditions, the Restore Act, 33 U. S. C. 1321(T) Et Seq., the U.s. Department of the Treasury Regulations 31 C. F. R. 34 Et Seq., Including 31 C. F. R. 34, Subpart E, All Applicable Terms and Conditions in 2 C. F. R. Part 200 of the Office of Management and Budget ("omb") Uniform Guidance for Grants and Cooperative Agreements, as Amended, (Including Appendix Ii to Part 200), and All Other Omb Circulars, Executive Orders or Other Federal Laws or Regulations, as Applicable. Notwithstanding the Above, Neither Adcnr Nor the Restore Council, or Any of Their Agents, Representatives, or Employees, is or Will Be a Party to This Invitation for Bids or Any Resulting Contract. Further, Any Contractor Awarded a Contract Under This Invitation for Bids Shall Not Be Deemed to Be an Agent, Representative, Employee or Servant of Adcnr or the Restore Council. The Davis-bacon Act and Related Acts Are Applicable to Construction Activities Under This Contract. The Prime Contractor, All Subcontractors, and All Lowertier Sub-contractors Must Comply With the Davis-bacon Act (40 Usc. 3141-3144, and 3146-3148) as Supplemented by Department of Labor Regulations (29 Cfr Part 5, "Labor Standards Provisions Applicable to Contracts Covering Federally Financed and Assisted Construction"). The Davis-bacon Wage Determination Rates Are Subject to Change After the Time of This Advertisement. It Shall Be the Contractor's Responsibility to Review and Account for the Latest Bavis-bacon Wage Determination Rates in Their Proposal. The Wage Determination Rates That Are Effective at the Time of the Bid Opening Shall Prevail for the Entirety of the Contract Performance Period. Small Businesses, Minority Businesses, Women's Business Enterprises, Veteran-owned Businesses and Labor Surplus Area Firms Are Solicited to Bid on This Contract as Prime Contractors and Are Encouraged to Make Inquiries Regarding Potential Subcontracting Opportunities and Equipment, Material, and/or Supply Needs. All Bidders Must Make Positive Efforts to Use Small and Minority Owned Business, Women Business Enterprises, and Veteran Owned Businesses.
