Site work for a playground / park / athletic field in Mesa, Arizona. Completed plans call for site work for a playground / park / athletic field.

Mesa Unified School District #4 is seeking the services of a qualified Contractor(s) for excavation of soil and various types of exterior site work related to the maintenance of grounds at MPS sites. It is estimated that the District spends approximately $100,000.00 each year on excavation of soil and exterior site work. This is an estimated amount only and no quantity is implied or guaranteed. Work includes, but is not limited to the following: 1) Excavation and/or backfill of soil. 2) Excavation of soil, installation of earth berms for and sand for playground areas. After the area is constructed, playground equipment will be installed (by certified playground installer), and then awarded Contractor shall return to the site, supply and spread the required amount of sand. 3) Grading and levelling of field and landscape areas. 4) Installation, relocation and/or disposal of sod, soil, sand, granite/gravel and earth berms. 5) Installation and/or cleaning of area drains, French drains and underground drain pipes. The Contractor shall provide labour and equipment capable of cleaning landscape area drain basins no larger than ten (10) cubic feet and connecting pipes not exceeding 8" diameter. 6) Installation, relocation, removal and/or repair of landscaping, including trees, shrubs/vegetation, sprinkler and flood irrigation systems and stump grinding. The Contractor shall furnish labour, equipment and the performance of all the operations necessary when incidental work requires relocation and/or repair of sprinkler and flood irrigation systems. Parts and materials for individual projects shall be quoted and approved by the Project Manager prior to performance of the work. The Contractor shall use labour rates bid. 7) Installation, removal and re-installation of block and chain link fencing. 8) Installation, removal and re-installation of concrete incidental to exterior site work. 9) Demolition and disposal of non-regulated construction debris, concrete and asphalt. Mesa Unified School District #4 ("District") is seeking the services of a responsible and responsive vendor(s) to perform excavation of soil and various types of exterior site work related to the maintenance of grounds at MPS sites, according to the terms, conditions, and specifications of this solicitation. Mesa Public Schools is located in Mesa, Arizona and is comprised of approximately 200 square miles. It has 84 schools serving about 60,000 students in pre-kindergarten through 12th grade. Of that 60,000 students, there are roughly 10,000 receiving special education services. These include 6 high schools, 11 junior high schools, 55 elementary schools, 4 success schools, and 8 choice schools. An Award will be made to the Responsible Bidder or Offeror whose Offer is determined to be: For an invitation for Bid, the lowest responsible and responsive Bid or Bids that conform in all material respects to the requirements of the Solicitation and evaluation factors, if any, set forth the Special Requirements of Solicitation. If a Bidder is awarded a Contract and is unable to meet its contractual obligations, District may cancel the Contract and award a Contract to the next lowest ranked Bidder if this determination occurs within a reasonable time period after the original Contract Award. Insurance. Contractor shall procure and maintain until all of its obligations under the Contract have been fully discharged, comprehensive insurance against claims for injury to persons or damage to property which may arise from or in connection with the work performed and material delivered by Contractor or subcontractors. Contractor must have workers compensation insurance unless except by Arizona law. The insurance requirements are minimum requirements and in no way limit the indemnity covenants contained in the Solicitation. Contractor shall maintain in current status all federal, state, and local licenses, bonds, and permits required for the operation of the business conducted by Contractor. Contractor shall remain fully informed of and in compliance with all ordinances and regulations pertaining to the lawful provision of services under the Contract. District reserves the right to stop work and/or cancel the contract of any Contractor whose license(s) expire, lapse, are suspended, or are terminated. It is the intent of the District to award a multi-term contract, beginning on JULY 1, 2025 or the date of award and continuing for a period of one year, through JUNE 30, 2026 or to the last day of the month, previous to the awarded month. (Example: If awarded on July 15, 2025, the contract would still only run through June 30, 2026). If all conditions are met during this period, this contract can be extended, if funding is available, for up to four additional one-year contracts or any portion thereof. However, no contract exists unless and until a purchase order is issued each fiscal year. It is expected that the award for this contract will be made in 60 days. However, no commitment is made to this award date. Upon completion, the contractor shall schedule a joint inspection of the completed work for final acceptance. All punch list items generated during the joint inspection shall be completed to the satisfaction of the District before the final payment will be released. A contract under this bid may be awarded to multiple vendors. In the event a single project under this contract exceeds $100,000, the District will require the Vendor to provide a performance and payment bond for 100% of the project cost. Curing materials shall consist of waterproof paper, polyethylene film or liquid membrane-forming compounds which, when applied to fresh concrete, will inhibit moisture loss and reduce temperature rise during the curing period. All curing materials and methods shall be approved by the Engineer prior to use. Wet coverings such as burlap, cotton mats, or other moisture-retaining fabrics also may be used, or may be required by special provisions. The District reserves the right to make a multiple award to more than one offeror. The award will be limited to the least number of offerors that the District determines is necessary to meet the needs of the District. Project cancelled due to the lack of competitive bidding.
