Renovation of a mixed-use development in Oklahoma City, Oklahoma. Completed plans call for the renovation of a medical facility.
PROJECT DESCRIPTION: The purpose of the project is to demolish the existing Friendship House and construct a new building. The contractor shall furnish all equipment, materials, labor, supervision, and quality control. The project consists of the replacement of the VA owned Friendship House and two adjacent metal storage buildings, all of which have serious deficiencies and have exceeded their useful lifespans. In addition to the deterioration of the three structures, this VA owned property also has other deficiencies including accessibility issues and allowable occupant total. Due to a lack of Fire Code NFPA 101 standards the current resident count is capped at 16 and no longer meets the needs of the VA. Approximately 6892 square feet of existing house and approximately 4674 square feet of existing shop buildings will be demolished. New construction includes approximately 11,550 square feet of new facility accommodating 24 beds, including storage space on the existing Friendship House property. The new construction will be a wood-framed two-story building with a partial basement. All electrical, mechanical, plumbing, fire protection, IT, and security systems will be provided for the new construction. The basement consists of offices, a toilet room, staff workroom, a break room, mechanical, electrical, and storage spaces. These spaces will be secured from resident access. Level 1 consists of offices, staff areas, residences with bathrooms, a kitchen, a pantry, a community room, a family visitation room, an exercise room, a community room, a laundry room, public toilets, group room, computer room. Level 2 includes residences with bathrooms, a kitchen, and a pantry. Site work includes new landscaping, sidewalks, perimeter fencing, and a parking lot for ten cars with one accessible parking space. In accordance with 38 U.S.C. 8127 (Public Law 109-461), this project is a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. This project will be procured using Invitation for Bid procedures Magnitude in accordance with VAAR 836.204 for construction is between $5,000,000 and $10,000,000 NAICS: 236220 Commercial and Institutional Building Construction The contractor shall comply with all requirements as listed in the project solicitation including the construction drawings, the project specifications, and all solicitation amendments as may be issued. These documents will be followed during construction and shall be considered project requirements. Project is Located at : Oklahoma City VA Medical Center, 1140 NW 32nd Street Oklahoma City OK , 73118 System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications--Commercial Products and Commercial Services.Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. This project is being solicited and will be awarded under the VA's Minor Construction program. This program has a maximum statutory cost limit of $30M inclusive of A/E design fees and Construction Costs. No award will be made to projects that exceed this maximum cost limit. THE CUT-OFF DATE AND TIME FOR RECEIPT OF QUESTIONS IS August 5th, 2025, at 2 PM CTS. The Contractor shall begin performance within 10 calendar days and complete it within 547 calendar days *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
