Broadway Avenue Bartow, FL 33830 Email: D1-Purchasing@dot.state.fl.us Municipal Meeting 06/11/2025 at 2:00 PM ET POSTING OF INTENDED DECISION/AWARD FL DOT - DMS Retrofit on I-75 The Florida Department of Transportation (FDOT) District One (D1) is requesting a bid for the procurement, installation, and integration of existing 6 Daktronics Dynamic Message Signs. These replacements are to use Daktronics Retro Fit Display Kits listed below in the equipment section and are to use existing structures, cabinets, and infrastructure. The signs are mounted in various locations above the roadway within D1 on Interstate 75 in Sarasota County between Mile Marker 177.5 and Mile Marker 192.2. This is to be a turnkey project which shall also include all new roadside equipment including but not limited to; DMS Controllers, Switches, Surge, Remote Power Strips, UPS, and cabling. Any other needed equipment, hardware and materials are to be included in the bid and the selected vendors responsibility to provide at no additional cost to the department. Any changes, suggestions and or new requirements during this project remains at the Departments discretion and are to be documented through email by the FDOT Project Manager to all parties involved. These 6 existing DMS are active and operational currently. This status is to be maintained through the contract with limited downtime preferred and only during upgrades. Keep in mind these fully operational signs are used to disseminate time sensitive information to motorists on the roadway. All the new DMS displays, and components shall work the same way and be fully integrated into the Regional Transportation Management Centers (RTMC) Incident Management System which is called SunGuide_. The new equipment including network and system integration back into SunGuide will be the vendors responsibility and shall work with the RTMC's IT department and ITS Maintenance contractor to ensure that the new equipment is fully functional. Contractor is to install equipment based on manufacturer recommendations and any equipment not used is to be turned over to FDOT or their designee. All DMS retrofits installed will be a complete system, fully operational and communicating thru SunGuide. Any structural components needed to reinstall the DMS such as bolts, brackets, hardware, lightning rods, or grounding wire will be the Scope of Work page 1 of 4 responsibility of the contractor. The contractor must provide the necessary shop drawings for any new sign attachment details for review and approval. The contractor will also be required to include and provide to the department any new requested spare parts also any removed old unused parts like power supplies, monochrome pixel boards, Switches, UPS, power management strips, electronic door locks, circuit breakers, fans, solar switches, miscellaneous parts. Identification of these reusable parts can be provided at the kickoff meeting and arranged to be picked up upon completion of this project. Any parts that are not useful or not deemed reusable by the department will be the contractor's responsibility to properly dispose of. This corridor contains existing ITS devices like other DMSs, CCTV cameras, vehicle detection systems (VDSs), field control cabinets, power services, a fiber optic network, generator backup system and all ancillary components that comprise the operational ITS network. These devices are also controlled from the District One RTMC. As mentioned, the contractor is to use existing DMS structures, DMS Housing, and existing ground mounted cabinets. All ground equipment including UPS and batteries should be installed into the existing field cabinets. These batteries are to power the sign, controller, and cabinet. All components should be 100% solid-state and electrical be UL (Underwriter's Laboratory) listed and meet all local NEC codes applicable to the DMS applications. Contractor is responsible for removal and reinstallation of DMS housing after pixel panel install including MOT, Crane equipment, and movement down to a safe area on the right of way along the fence line for retrofitting. Any major right of way grading issues due to vehicle or equipment staging and sod damage is to be repaired back to the way it was or better prior to final acceptance. It is the Department's intent that all Project activities be conducted within the existing Right-of-Way. All required lane closures are to be limited to non-peak hours and as short as possible as to not cause any motorist issues. The project will need to follow the Manual on Uniform TrafficControl Devices (MUTCD) and use proper Maintenance of Traffic (MOT). Also, lane closures are to be planned with proper notification of required parties and Scope of Work page 2 of 4 scheduled at a minimum 2 weeks ahead of time. Also, a full estimated lane closure list is to be provided within the project schedule which is to be delivered at the kickoff meeting. This work will be done in accordance with the current edition of the FDOT Standard Specifications for Road and Bridge Construction, and Manual on Uniform Traffic Control Devices (MUTCD), section 2L. 2.
