The Question period ends: Tuesday, June 10, 2025, at 2:00 PM, local time Local Small Business Enterprise Program: Osceola County Board of County Commissioners has established a Local Small Business Enterprise Program (LSBE) to enhance contracting and procurement opportunities for small business enterprises headquartered in Osceola County. The County strongly encourages participation of LSBE in contracting and subcontracting opportunities and has established a combined 25% participation goal for LSBE and MWBE contractors and subcontractors. Should a certified Osceola County LSBE bid on a solicitation issued by the County and submit a bid that is within 5% of the lowest bid, whether or not that bidder is the next lowest bidder, the LSBE may be deemed the lowest bidder if the LSBE bidder agrees to reduce its bid to match the bid or quote of the lowest bidder. Intent: (a) The intent of this solicitation is to select a Awarded Contractor for the provision of a complete turn-key solution to complete the resurfacing of the Basketball Courts at Friendship Park (501 Florida Parkway Kissimmee, Florida 34743), and Leisure Park (501 Florida Parkway Kissimmee, Florida 34743), and the Tennis Court at Partin Triangle Park (2830 Neptune Road, Kissimmee, Florida 34744) within 45 calendar days from the Notice To Proceed. (b) All permitting, engineered drawing,supply and delivery of materials, labor, and installation shall be provided by the successful bidder to complete the projects. (c) All specifications shall meet or exceed the provided specification listed in the scope. The attached map shows the current location (a) Friendship Park Basketball Court, 501 Florida Parkway Kissimmee, Florida 34743(a)7) Apply (2) coats of Acrylic (Plexipave or equivalent brand) Resurfacer for concealment of fiberglass and providing a uniformed base. Follow manufacturers specifications for application of product. (8) Apply (2) coats of a textured (Plexipave or equivalent brand) acrylic color. The Basketball court surface area will be dark green with white playing field lines/boundaries. (9) Mark and apply seal striping tape for basketball playing lines. (10) Apply a line primer to basketball playing lines. (11) Apply (2) coats of textured white line paint for the full court playing field lines. (12) The successful BIDDER will be responsible for removing the perimeter fence of basketball court and re-installing once the resurfacing project has been completed provided the fence needs to be removed for completion of the project. (c) Partin Triangle Tennis Courts, 2830 Neptune Road, Kissimmee, Florida 34744 (1) Pressure wash and power blow existing court surface to remove vegetation, dirt, mildew, and other debris from the court surface area.2) Locate and float depressions capable of holding water greater than 1/8" on court surface. Float depressions with an acrylic patch binder following manufacturers specifications. (3) Apply a polyurethane crack filler in all open cracks and grind flush with the surrounding surface upon cure time of product. Follow manufacturers specifications for application of product. (4) Apply (1) coat of Acrylic (Plexipave or equivalent brand) Resurfacer over all patched areas following manufacturers specifications for application of product. (5) Machine sand entire court area to reduce irregularities on surface area and preparation for fiberglass membrane. (6) Apply a complete fiberglass membrane over the entire tennis court area following manufacturers specifications. (7) Apply (2) coats of Acrylic (Plexipave or equivalent brand) Resurfacer for concealment of fiberglass and providing a uniformed base. (8) Apply (2) coats of a textured (Plexipave or equivalent brand) acrylic color. The tennis court surface area will be dark green with white playing field lines/ boundaries. (9) Mark and apply seal striping tape for tennis playing and pickleball court lines. (10) Apply a line primer to tennis field playing lines and pickleball court playing field lines. (11) Apply (2) coats of textured (Plexipave or equivalent brand) white line paint for the full tennis court playing field lines. Apply (2) coats of textured (Plexipave or equivalent brand) blue line paint for pickleball playing field lines. (12) The successful BIDDER will be responsible for removing the perimeter fence of the tennis court and re-installing once the resurfacing project has been completed provided the fence needs to be removed for completion of the project. (d) The supply, delivery, equipment, and installation of materials needed for resurfacing the basketball and tennis courts. (e) Any pre-existing damage shall be reported immediately to the COUNTY project manager. (f) Work shall not commence until proper authorization by the COUNTY is issued in writing (notice to proceed/and issuance of a purchase order). The COUNTY project manager will schedule a meeting with all appropriate parties no later than (10 days) after award of contract to coordinate the Notice to Proceed and receive a detailed timeline for the project completion.
