Renovation of a residential development in Abilene, Texas. Completed plans call for the renovation of a residential development.
Single-family Rehabilitation/reconstruction Program For Information, Contact Purchasing@abilenetx.gov or (325) 676-6226. The City of Abilene Will Award the Contract to the Lowest Responsible Bidder. The City Reserves the Right to Reject Any or All Bids. Project questions can be discussed by calling Neighborhood Services at (325) 437-4576. General All work shall be performed in a workmanlike manner and in accordance with good usage and accepted practices. Median grade materials are to be used in all construction programs. High quality materials are not permitted for HUD funded projects. All materials shall be installed or made so they perform in accordance with their intended purposes. Permitting is mandatory when needed. All construction must be completed to pass the International Residential Codes (IRC). _ Site Utilities Underground external piping and related items shall be protected from corrosion. Underground mechanical and electrical systems shall be protectively coated in Schedule 40 PVC to minimize corrosion where soil conditions warrant. _ Roads and Sidewalks Surfaces and base courses for roads, streets, parking areas, and sidewalks shall be made durable. Adequate surface and underground drainage systems shall serve all paving and improvements to ensure continuing soil support for the improvements. Their construction shall be in conformance with active City of Abilene Engineering Codes. A pamphlet containing procedures may be obtained from Public Works located on the 2nd floor of the City Hall. _ Concrete Slabs, Driveways, and Walkways shall be designed and constructed in accordance to the strict City Codes. The beam dimensions and correct rebar usage is critical to be necessary to prevent slab damage due to potential soil movements. _ Termite and Decay Protection Soil treatment and pressure treated lumber are chemical barriers and will be used for protection against damage by decay. Treated lumber (green board) will be used as all plating material adjoining the house to the slab. 21 _ Wood Construction All buildings are to be constructed in compliance with the requirements of the City of Abilene building codes and regulations. For possible questions regarding specific codes please contact Building Inspection, located on the first floor of the City Hall. _ Flashing Flashing shall have a service life at least equal to that of the assemblies it is meant to protect, and shall be constructed of aluminum or steel sheet metal. Moistop roll paper will be used along the plate line to divide the house from the brick or siding. _ Doors Doors shall be durable, installed in good operating condition, free of defects, latch readily and lock securely. External doors must be of aluminum or steel, insulated, and have deadbolts installed. _ Windows Windows shall be installed in accordance with the recommendations of the manufacturer, and must be constructed of aluminum or vinyl. Weather stripping shall be properly fitted to eliminate excessive infiltration of dust, snow, or rain. Screens shall be installed on openable windows in habitable rooms and bathrooms. Window requirements must meet City Code for sizing and type of glass. Windows will be white in color. _ Flooring Laminate vinyl flooring shall be used throughout the house. The chosen laminate will have to have at minimum an AC-2 (residential) rating. Flooring will be installed over a suitable underlayment and in compliance with the manufacturing specifications. (Customer Chosen Color) _ Painting Application of paints, stains, or other coating systems shall be in strict accordance with manufacturer directions. Additional coats may be required if the finish surface does not provide acceptable coverage. Oil based or latex paint should be used on external uses. Interior painted surfaces shall be first coated with a self-sealing primer unless the finishing coat is of the self-priming type of enamel or latex. (Customer Chosen Color) _ Exterior Surfaces All external surfaces that are not of Masonry, shall be installed with primed Masonite, Smart Side, or Hardi-board. Painted OSB as an external material is unacceptable. 22 _ Kitchen and Vanity Cabinets All manufactured pre-made factory finished cabinets, shall be installed to the manufacturer specifications and able to withstand a heavy load. Any cabinets or vanities that are custom built, are to be stained and sealed to match the flooring color choice. (Customer Chosen Color) _ Counter Tops The countertop material shall be made of Formica Laminate and match the customers color choice. The Formica tops will have at least a 3" back splash. (Customer Chosen Color) _ Appliances A Refrigerator, Stove, Water Heater, and Microwave with a built in Vent-A-Hood will be provided to the Homeowner. These appliances will be white in color and are to be installed to manufacturer specifications. All appliances will be electric. (NO GAS) _ Insulation Insulation must meet certain Resistance Values. Insulation to be sprayed in the walls, should have at the minimum of an R-13 value. The attic insulation should have an R-30 value. _ Shingles Shingles to be installed will be 3-tab, and must have a 20 year warranty at the minimum. #30 felt will be used in addition to the roofing application. (Customer Chosen Color) _ HVAC The house will be equipped with a unit that is capable of producing Cold air conditioning as well as provide adequate Heat. The HVAC furnace unit will be entirely electric and will be placed in the attic. (NO GAS) The outside compressor will be installed on a reinforced or concrete pad. _ Fencing Fencing will be constructed of Cedar and will be 6 foot in height. Two gates are to be installed. The fence post and all hardware will be of metal construction.
