The City of San Gabriel (City) Public Works Department (PW) is soliciting bids for the purchase of the video detection camera systems to be installed at 35 traffic signalized intersections. Question Deadline: 06/11/2025 at 4:00 PM PT Please submit any requests for information (RFIs) regarding this bid in writing to Senior Civil Engineer Alan Mai at amai@sgch.org. RFIs must be submitted no later than Wednesday, June 11, 2025, before 4 p.m. The City of San Gabriel (City) Public Works Department (PW) is soliciting bids for the purchase of the video detection camera systems to be installed at approximately 35 traffic signalized intersections within the City. The primary goal of this Request for Bid (RFB) is to select a traffic signal video detection system technology solution provider (vendor) to furnish the City with the required hardware and software for the full implementation of the traffic signal video detection systems at the subject project intersections. The proposed traffic signal video detection system's functions include, but not limited to, objective-based vehicle and vulnerable road used detection; automated traffic signal performance metrics; emergency vehicle preemption; traffic signal optimization; and connected vehicle application. Software capability to analyze intersection activity, adjust timing, report speeds and volumes, and other related traffic information data for the 35 (approx.) traffic signalized intersections. Proposals may include multiple products to provide all of the required functions, but solutions which consolidate all or multiple functions into a single system are preferred. The video detection camera systems to be procured will replace/upgrade the existing older generation video detection camera systems (or existing traffic detection loops) which will enhance the operational efficiency and reliability as well as decrease the number of maintenance calls due to faulty video camera detection. The City will install the equipment furnished by the selected vendor with field start-up support from the vendor and/or manufacturer, including vehicular zone programming, integration and training, to ensure all detection equipment systems are working and running smoothly. This specification sets forth the minimum requirements for a system that detects vehicles on a roadway using a multi-sensor detection system. The system will be capable of detecting and differentiating automobiles, motorcycles, trucks, buses, bicycles, and pedestrians. This video detection camera system is also used for the detection of trains occupying the roadway near a traffic signalized intersection. The multi-sensor system shall utilize two (2) different sensors of different technologies, video imaging and radar, to detect and track licensed and unlicensed vehicles at distances over 500 feet based on approach speed limit. The sensor system shall fuse vehicle information from the two sensors to provide highly accurate and precise detection for simultaneous stop bar presence detection, advanced detection, and special or advanced applications. The video detection camera system shall conform to the following specifications.
