Renovation of a water / sewer project in Fountain Valley, California. Completed plans call for the renovation of a water / sewer project.

This Project consists of removing and replacing three (3) diverter gates at the basement platform level of the Thickening and Dewatering Facility at Plant No. 1. Demolition work includes removing existing diverter gates, associated fittings, and hydraulic piping lines. New construction includes installation of diverter gates, chute sections, slop drainpipes, relocation of platform ladders, access gates and railing, and installation of electric actuators and disconnect switches. The Project is located at Plant No. 1 at 10844 Ellis Avenue, Fountain Valley, CA 92708 All emails shall contain the following title in the Subject line: "PROJECT NO. FR1-0018: Bidder Questions." All questions shall be submitted in accordance with the requirements set forth in the Instructions to Bidders in the section entitled "Bidders' Questions Submitted By Electronic Mail." Telephone questions will not be accepted. Any questions received after this date may not receive a response. Question Deadline 06/11/2025 at 4:00 PM PT All communications concerning this IFB must be in writing. Written questions regarding details of this IFB will be accepted (i.e., must be received) by OC SAN. Written questions must be sent by email at construction@ocsan.gov to the attention of Irene Green, Contracts Administrator. Bid Bond 10.00% Payment Bond 100.00% Performance Bond 100.00% License Requirements "A" The Engineer's Estimate for this Project is $1,750,000. A. Remove and replace three (3) diverter gates between the dewatering centrifuge outlet and the inlet to the cake pump screw feeder at the basement platform level of the Thickening and Dewatering Facility. 1. Remove existing slide gate and appurtenances. 2. Remove section of existing rectangular metal chute. 3. CONTRACTOR to coordinate with Schwing Bioset (SBI) to remove existing OPEN and CLOSED commands I/O between each hydraulic power unit and each cake pump local control panel. 4. CONTRACTOR to coordinate with Schwing Bioset (SBI) to remove existing hydraulic lines and valving between each existing hydraulic power unit and diverter gate. 5. CONTRACTOR to dispose of hydraulic piping and coordinate with OC SAN's Risk Management for disposal of hydraulic oil. 6. Install new angled knife gates, complete with new chute section, electric actuator, flushing connections and all specified appurtenances. 7. Install slop drain pipe and tie-in connections. 8. Relocate existing platform ladders, and install new access gates and new railing. 9. Modify and extend the platform grating and framing for Diverter Gate 3 (15MGAT546). 10. Install new electrical, including new diverter gate actuator disconnect switches, power wiring and conduits from each actuator to each disconnect switch, and new tie-in conduits and wiring in existing cable trays from the basement level connections to the power distribution panels in the electrical room at ground level. 11. Install new controls, including conduit and conductors from each cake pump local control panel to each diverter gate actuator and conduit and conductors to each relocated level instrument junction box. 12. Verify all wire, equipment, instrumentation, and accessories are properly tagged. 13. CONTRACTOR shall create and update project loop drawings. Project NO. P1-101 existing loop drawings will be provided in CAD and PDF to be used as a template in creating the final record loop drawings. 15M-L-506-1, 15ML-506-2, 15M-L-506-3, 15M-L-526-1, 15M-L-526-2, 15M-L-526-3, 15M-L-546-1, 15M-L-546-2, and 15M-L-546-3. CONTRACTOR shall follow OC SAN CAD Standards and Filing Practices as well as procedures in submitting Loop Drawings to OC SAN for review and acceptance: Intermediate Submittal and Final Submittal (Record Drawings). 14. Perform a witnessed loop drawing check, testing the continuity of all control and signal circuits shown on the accepted loop drawings from each cake pump local control panel to each diverter gate actuator and conduit and conductors to each relocated level instrument junction box. The loop drawing check shall confirm and document the complete loop wiring. 15. Develop and update tracking spreadsheets for document compliance with precommissioning and commissioning activities. Conduct workshop with OC San to discuss the coordination of electrical equipment energization and permission to energize tracking. Track spreadsheets shall be reviewed with OC San prior to implementation. Track spreadsheets shall contain minimum of Lock-Out Tag-out Procedures, 480V and Greater Conductor Testing/Torquing/Energization, Instrumentation, Control and Alarm Circuit Conductor Testing, Wire Tag/Loop Drawing Check, Electronic Configuration File, Pre-ORT, and Pre-FAT. 16. Coordinate PLC and SCADA programming for each new diverter gate actuator's controls. OC SAN will provide programming changes, updates and testing. Schwing Bioset Inc. will provide electrical and controls engineering review of programming changes and updates and will perform as needed programming, troubleshooting, and testing support services. Contractor shall coordinate with OC San and Schwing Bioset Inc. to provide an implementation plan that addresses needs of OC San Operations, and scheduling of resources for planning, programming and testing of modifications to existing Schwing local control panels. Contractor shall lead two planning workshops at the beginning of construction, and weekly coordination meetings with OC San and Schwing during programming and testing phases. 17. Obtain certificate of proper operation from Schwing Bioset Inc. for existing Hydraulic Power Units following decommissioning of the existing hydraulically driven slide gates and appurtenant hydraulic field connections, valving, and signal wiring and before installation of the new gates. 18. Perform commissioning of the new diverter gates to demonstrate that the new diverter gates work correctly with the existing centrifuges. Commissioning includes Operational Readiness Test (ORT), Functional Acceptance Test (FAT) and Reliability Acceptance Test (RAT).
